Matrix Systems & Technologies is in search of a Cloud Infrastructure Solutions Architect to collaborate with a Treasury client. This role involves leading a team of architects to enhance the MeF infrastructure architecture in accordance with the IRS's future state architecture. Responsibilities include reviewing and validating infrastructure requirements, developing and maintaining architecture documentation in line with IRS standards, guiding the transition of MeF to containerization and cloud environments, and recommending strategies to elevate MeF's DevSecOps maturity.

About MeF: MeF serves as a platform for electronically submitting returns to the IRS. It offers SOA-based web services for filers to submit returns and provides web applications for IRS personnel to manage these returns. MeF ensures the validation of filed returns, determines their status, and integrates with other IRS systems for subsequent processing.

Key Responsibilities:

  • Develop and expand MeF infrastructure solution architectures – estimated 35%
  • Provide architectural recommendations and solutions for migrating MeF to containerized and cloud environments – estimated 35%
  • Oversee a team of three senior infrastructure architects and coordinate team efforts – estimated 20%
  • Deliver Level of Effort (LoE) estimates for Impact Assessments and VROMs – estimated 5%
  • Advise on implementing DevSecOps practices within MeF – estimated 5%

Required Skills and Experience:

  • Proven experience in developing infrastructure architectures for large-scale, complex programs (10+ years)
  • Exceptional communication skills, both verbal and written (10+ years)
  • Experience in maintaining infrastructure requirements aligned with business and application needs for large Java EE applications (4+ years)
  • Proficiency in migrating applications to cloud environments (4+ years)
  • Experience in transitioning monolithic applications to microservices (4+ years)
  • Familiarity with the Linux operating system (4+ years)
  • Knowledge of server and network virtualization (4+ years)
  • Expertise in information security for sensitive Java applications (4+ years)
  • Experience with configuration management tools, such as IBM Engineering Workflow Management (EWM) and Git SCM (4+ years)
  • Ability to develop (V)ROM estimates in response to new work requests (3+ years)
  • Experience with infrastructure products like JBoss EAP, WebSphere Application Server, and IBM MQ (3+ years)
  • Experience in implementing DevSecOps on complex projects (2+ years)
  • Leadership experience in managing teams of architects and/or developers (5+ years)

Preferred Skills:

  • Experience with relational database technologies
  • Familiarity with CMMI Level 3 Process Areas
  • Knowledge of Agile Lean methodologies
  • Experience with Infrastructure as Code (IaC) tools such as Puppet, Chef, or Ansible
