Summary Description

Under general supervision, formulates and executes comprehensive administrative strategies and policies for the City Manager's Office. Manages the execution of programs that influence the City budget, including the collection, interpretation, and analysis of financial data across various departments and programs, while performing additional duties as necessary. The Senior Administrative Strategy Analyst role represents the pinnacle of the Management Analyst series, specifically utilized within the City Manager's office.

DISTINGUISHING CHARACTERISTICS
This is an advanced executive and supervisory class within the professional Management Analyst series. Positions at this level are characterized by the high level of responsibility assumed, the extensive scope of job impact, the degree of autonomy, the complexity of duties, and the high level of discretion and confidentiality required. Individuals in this role supervise other assigned administrative staff or projects and possess specialized, technical, and functional expertise within their areas of assignment, performing the most challenging and responsible duties within this series. Incumbents work independently, exercising significant judgment, initiative, and confidentiality, while effectively overseeing and monitoring the work of assigned administrative, professional, technical, and clerical staff, determining the methods to achieve desired outcomes and objectives.
Representative Duties

  1. Oversees and directs the administrative functions of the City Manager's office; plans and manages support operations such as procurement and contract management, addresses complex City administrative challenges, and contributes to the development and execution of operational and administrative policies.
  2. Creates and implements methodologies for assessing the cost-effectiveness and outcomes of both new and existing programs and policies.
  3. Coordinates site acquisitions, planning, and construction of City facilities for assigned capital projects; collaborates with financial advisors, monitors project development, and engages in the creation of new programs to support long-term and short-term strategies.
  4. Drafts comprehensive reports to convey City and departmental priorities, policies, and procedures.
  5. Provides high-level, complex supervisory, professional, analytical, financial, and administrative support in the functions of an assigned department, including financial administration and reporting, budget preparation and oversight, special projects and events, grants management, purchasing and contract management, information technology, public information, and program evaluation and administration.
  6. Engages in the formulation and implementation of departmental goals, objectives, policies, and priorities; recommends, develops, and enacts resulting policies and procedures.
  7. Plans, prioritizes, assigns, reviews, and participates in the work of staff responsible for delivering services and activities in the assigned area; establishes schedules and methods for service delivery; trains and evaluates assigned employees; ensures work quality and compliance with established policies and procedures; meets with staff to identify and resolve issues.
  8. Facilitates organizational development in assigned areas; coordinates and participates in organizational studies involving administrative or operational systems, procedures, functions, processes, and techniques; identifies issues, gathers data, analyzes alternatives, and makes recommendations.
  9. Leads and coordinates various special projects, including research on new programs and services, budget analysis and preparation, and feasibility studies; prepares and presents reports.
  10. Implements new information technology systems, methods, and procedures; monitors program progress in achieving goals and objectives; conducts updates with management staff to inform and advise on project progress; makes necessary adjustments.
  11. Guides and participates in budget development and administration for assigned responsibilities; analyzes proposed capital, personnel, operating, and maintenance expenditures; prepares reports and analyses related to the impact of budgetary decisions; prepares multi-year financial forecasts; maintains related computer applications; tracks and monitors budget expenditures.
  12. Prepares, monitors, and reconciles various budgets, contracts, and grant-funded programs, ensuring adherence to regulations, policies, and procedures.
  13. Allocates project or program appropriations, expenses, and revenues to specific budget centers; prepares periodic reports regarding income and expenses; collaborates with internal and external auditors to ensure compliance with program guidelines.
  14. Evaluates Federal, State, and local legislative proposals for their impact on assigned operations; prepares analyses and briefings on enacted legislation, judicial interpretations, and regulatory agency directives for departmental compliance.
  15. Reviews departmental reports and documents for completeness, proper punctuation, grammar, and adherence to established guidelines; develops filing systems and guides.
  16. Assists in creating public information, educational, and marketing materials, including writing and editing documents, soliciting advertisers, and distributing materials as needed.
  17. Oversees and coordinates departmental purchasing activities; prepares bids and requests for proposals; evaluates submissions; recommends contract awards; monitors contract performance to ensure compliance with contractual obligations; authorizes vendor payments; resolves vendor-related issues.
  18. Explains program requirements and procedures to employees, the public, and representatives of other organizations; distributes informational materials as requested.
  19. Prepares and submits City Council agenda reports, resolutions, ordinances, and correspondence regarding assigned activities.
  20. Observes and complies with City and mandated safety rules, regulations, and protocols.
  21. Performs related duties as required.

Experience, Education and Licenses

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
Completion of a Bachelor's degree from an accredited college or university with major coursework in public administration, business administration, or a related field;
Completion of a Master's Degree program from an accredited college or university with major coursework in public administration, business administration, or a related field OR currently enrolled in a Master's Degree program.
Experience:
A minimum of five (5) years of increasingly responsible professional administrative and financial program support experience, of which at least two (3) years is with a public sector/government agency equivalent to a Senior Management Analyst with the City of Beaumont.
License or Certificate:
Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment.
