Reports To: Director of Planning and Community Development
POSITION SUMMARY: The Planning Manager is responsible for providing leadership, guidance, and overall management of the Tribe's Planning Division. This role entails overseeing daily operations, budget management, employee and community relations, and addressing customer inquiries.
KEY RESPONSIBILITIES: The successful candidate will be expected to fulfill the following duties:
- Oversee and manage all programs within the Division, including strategic planning, grant writing, and community development initiatives focused on infrastructure, housing, and transportation with an emphasis on sustainable practices.
- Facilitate internal and external communications, including the preparation of white papers, requests for qualifications, proposals, and the development of complex policies and Tribal ordinances.
- Coordinate construction activities, including advanced facilities planning, funding acquisition, community engagement, contract management, and compliance with construction grants and contracts.
- Develop and manage budgets for the Planning Division and assist with the Tribal Transportation Program budgets.
- Establish, implement, and monitor the objectives and goals of the Planning Division.
- Deliver presentations to the Tribal Council and conduct public meetings to solicit community feedback.
- Oversee the Tribe's transportation program, maintaining the Long-Range Transportation Plan, developing strategic plans, and managing transportation-related capital projects.
- Prioritize and direct grant writing and funding development efforts for the Tribe.
- Review and update Planner position descriptions to align with Tribal priorities and programs.
- Perform additional planning and grant writing tasks as assigned by the Director.
SUPERVISORY ROLE: This position includes supervisory responsibilities.
QUALIFICATIONS: The ideal candidate will possess the following qualifications:
- Strong written and verbal communication skills, capable of engaging with both professionals and community members regarding Tribal priorities and projects.
- Proven ability to present information effectively to diverse audiences.
- Understanding of business principles, including procurement, budget management, and cost analysis.
- Demonstrated experience in grant writing.
- Ability to work independently and collaboratively in a team environment.
- Proficiency in MS Office applications and willingness to learn new software tools.
- Exceptional organizational skills.
- Experience working with Tribal organizations is highly desirable.
- Typing proficiency of at least 45 words per minute.

- A sample of a grant application they have independently prepared, along with contact information for references who can verify their work.
LANGUAGE AND MATHEMATICAL SKILLS: Candidates must be able to read and interpret business documents and regulations, write reports and correspondence, and perform basic mathematical calculations.
REASONING ABILITY: The ability to solve practical problems and interpret various forms of instructions is essential.
PHYSICAL DEMANDS: The role may require reaching, sitting, talking, and occasionally lifting up to 25 pounds. Close vision is necessary for computer work.
WORK ENVIRONMENT: The work environment is generally quiet, and reasonable accommodations will be made for individuals with disabilities.

INDIAN PREFERENCE: Indian Preference will be exercised in accordance with the Tribe's Personnel Policies.

EDUCATION AND EXPERIENCE: A Master's Degree with 2 years of relevant experience or a Bachelor's Degree with 4 years of relevant experience in business or nonprofit administration, grant writing, project management, or community planning is required. Management experience is preferred.
