Public Works Operations Supervisor - Water and Wastewater Management

Job Summary:

We are seeking an experienced Public Works Operations Supervisor to oversee the daily operations of our water and wastewater treatment systems. This role requires strong leadership and technical skills to manage a team of personnel and ensure compliance with regulatory requirements.

Responsibilities:
  • Assist the Operations Superintendent in providing supervisory direction for the organization, operation, and maintenance of the city's water and wastewater treatment systems.
  • Act as divisional supervisor in the absence of the Operations Superintendent.
  • Supervise staff and work with union representatives within the collective bargaining agreement for both the water and wastewater treatment plants.
  • Manage the facility control system, computerized maintenance management system, and assist the City's Information Technology Department in the computer network administration for the Operations division.
  • Coordinate the water system operation with other departments and ensure compliance with all regulatory requirements.
  • Exercise independent judgment and corrective action in response to equipment malfunctions, chemical spills, potential permit violations, and other emergencies.
  • Interpret laboratory test data and make adjustments according to established process control parameters.
  • Prepare operations, maintenance, and capital improvement budget recommendations and monitor expenditures for compliance within the approved budget.
  • Perform all duties in conformance with appropriate safety and security standards and oversee the safety of assigned equipment operators.
Requirements:
  • Graduation from high school or GED equivalent.
  • Post high school education in engineering, chemistry, water/wastewater technology, physical, biological, mathematics, or operation management.
  • Five (5) years of experience, with a minimum of two (2) years in possession of a Level II or higher water treatment system certification or Level III or higher wastewater treatment system certification.
  • Two (2) years' experience with team lead or supervisory and budgetary duties.
  • Oregon level II or higher Water Treatment Operator Certification with Filtration Endorsement.
  • State of Oregon Cross-Connection Control Specialist certification (within 1 year of hire).
  • Oregon level II or III in water distribution (preferred).
  • OR Level III or higher Wastewater Treatment Operator Certification.
