This position is a remote opportunity within the state of Texas and requires all employees to maintain personal Wi-Fi and webcam capabilities during work hours to perform job duties. Applicants from outside Texas must be willing to relocate within 30 days of hire.


The Texas Department of Aging & Disability Services seeks highly qualified candidates to fill the Programmer IV position within the Access and Eligibility Services (AES), Data Management & Reporting Division. This position works under minimal direction with considerable latitude for the use of initiative and independent judgment.


As a.NET full stack programmer, you will be working on a team of highly skilled analysts to develop, test, debug, and document complex program code to implement functional and design requirements for information systems. This is an innovative type-role that is focused on design, development, enhancement, and maintaining advanced multi-user web, database, and reporting applications that effectively meet business needs for the Eligibility Operations (EO).


Essential Job Functions:


  • Designs, codes, and modifies complex computer programs and database architectures, subroutines, triggers, stored procedures, objects, classes, and scripts.
  • Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc.
  • Uses current software development methods/techniques and established development standards (which include programming standards, documentation standards, and testing standards) to ensure the quality and maintainability of applications.
  • Participates in code reviews to ensure compliance with development standards and system/business requirements.

Responsibilities:


  • Oversees the project development lifecycle and coordinates with business analysts and testers on all creation or modification to applications or reports.
  • Oversees the planning, verifies design proposals, and performs in-depth research and analysis, when needed, on project proposals.
  • Reviews programming work for consistency with team standards, code efficiency, project requirement compliance, and quality.
  • Identifies, investigates, and resolves production problems.
  • Analyzes, designs, develops, and maintains automation solutions using programming languages to improve software process efficiency.
  • Designs, codes, and modifies complex data extracts and automated reports.

Knowledge, Skills, and Abilities:


  • Skill in developing C# ASP.NET web applications.
  • Skill in mining and analyzing data.
  • Skill in developing reports using reporting tools.
  • Knowledge of HTML, JavaScript, and Cascading Style Sheets.
  • Knowledge of object-oriented programming.
  • Knowledge of C# programming language.
  • Knowledge of web accessibility standards.
  • Knowledge of Relational Database Management Systems to include the use of the management tools.
  • Knowledge of industry best practices for design, analysis, development, validation, and implementation.
  • Knowledge of the principles and practices of methods and procedures analysis, work simplification, forms and records design and control, and staff and equipment utilization.
  • Ability to analyze complex business problems and provide web-related solutions using the.NET framework.
  • Ability to perform detailed work accurately.
  • Ability to handle multiple projects.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to participate in projects against established timelines with limited supervision.
  • Ability to work independently or in a team environment.
