We are seeking a highly skilled Senior Energy Specialist to join our team at the World Bank Group. As a key member of our Energy & Extractives Global Practice, you will play a critical role in supporting our clients in Eastern and Southern Africa to achieve their energy sector development goals.
About the RoleThe Senior Energy Specialist will be responsible for leading and co-leading policy dialogue with government authorities, development partners, and other stakeholders on strategic energy issues. You will also lead the engagement with government authorities and utilities on market reforms, including setting up Independent System Operators and building transmission capacity in Zambia. Additionally, you will support the preparation and implementation of investment operations, including energy access, regulatory and institutional framework, sustainable public electricity utilities, and renewable energy development and integration into power systems and markets.
Key Responsibilities- Lead/co-lead policy dialogue with government authorities, development partners, and other stakeholders on strategic energy issues.
- Lead/co-lead the engagement with government authorities and utilities on market reforms, including setting up Independent System Operators and building transmission capacity in Zambia.
- Support the preparation and implementation of investment operations, including energy access, regulatory and institutional framework, sustainable public electricity utilities, and renewable energy development and integration into power systems and markets.
- Actively support the regional integration dialogue in the East and Southern African region, including discussions of potential transmission links to neighboring Southern Africa Power Pool countries.
- Draft and provide timely contributions to project documents and follow-up of official missions.
- Lead the drafting and provide inputs for other sector and country analytical and advisory reports and studies.
- Master's degree or PhD in electrical engineering, energy planning/economics, or equivalent areas relevant for energy/extractives industry development.
- At least 8 years of combined experience in the World Bank, other international institutions and/or companies, government agencies, and/or power sector utilities with consistent record of successful engagement with complex projects.
- Experience in planning and/or engineering of and/or operation of electricity transmission systems operating at 132 kV and higher voltage levels, with total installed transformation capacity of 200 MVA or higher.
- Understanding of energy/extractives policies, regulations, technologies and strategies, private sector participation, and institutional development needed to support development and for the success of project and analytic work.
- Strong knowledge of at least one of relevant thematic business lines such as Electricity Generation, Transmission, and Distribution; Energy Access; Economics, Markets & Institution, Oil & Gas, Mining, Energy Efficiency, Renewable Energy, Energy Finance, Hydropower, Power Systems & Technologies.
