Department Overview:

The Survivable Communication Systems Department (N131), part of MITRE's AF Nuclear Enterprise Programs Division (N130), is on the lookout for a Lab Operations Manager. This role will oversee the Strategic Communications Lab (SCL) as it evolves into a cutting-edge Nuclear Command, Control, and Communications (NC3) testbed, integrating commercial SATCOM, VLF, and HF communication systems. We seek candidates with a strong background in technical support for military or commercial communication systems to help solve critical challenges in next-generation communication protocols, systems, and technologies.

Key Responsibilities:

  • Collaborate with division and project leadership to assess lab requirements and develop a strategic 3-year roadmap to align with project needs and the N130 Lab Strategy.
  • Oversee the allocation of SCL personnel, including ISSOs, System Administrators, and N131 technicians, ensuring compliance and maintaining project capabilities in partnership with project leaders and N131 leadership.
  • Provide hands-on leadership and manage the execution of SCL operations, engaging with customers, industry leaders, and MITRE project teams to enhance the lab's impact on sponsors and projects.
  • Supervise and guide Technical Project Assistants, coordinating their work with project task leads and providing feedback to supervisors as necessary.
  • Engage with N130 project leaders and government users to integrate new lab capabilities, manage work schedules, facilitate lab visits and demonstrations, and prioritize activities to establish the SCL as the premier NC3 lab.
  • Maintain a comprehensive lab schedule to coordinate efforts and minimize disruptions to ongoing projects.
  • Manage and oversee the operation, maintenance, and upgrades of SCL infrastructure, including computers, networks, radios/terminals, software, and analysis tools, ensuring support for research and development initiatives.
  • Lead and mentor staff to ensure proficiency across all aspects of lab infrastructure, including physical and virtual systems, software tools, and radio operations.
  • Work with corporate security and classified infrastructure teams to implement new project capabilities while adhering to System Security Plans (SSP) and Risk Management Framework (RMF) compliance.
  • Coordinate with Corporate Facilities to maintain the physical lab space in accordance with SCIF standards.
  • Identify and manage the installation and repair of MITRE and government equipment.
  • Ensure the lab meets all corporate data tracking requirements.
  • Expect to dedicate approximately 25% of your time to the above activities, with the remainder focused on relevant work programs.

Basic Qualifications:

  • A minimum of 8 years of relevant experience with a Bachelor's degree; or 6 years with a Master's degree; or a PhD with 3 years of experience, or an equivalent combination of education and experience.
  • A current Top Secret clearance with the ability to obtain and maintain a TS/SCI clearance.
  • At least 3 years of experience in a laboratory environment.
  • Expertise in areas such as radio frequency communications systems, digital signal processing, test and evaluation, cybersecurity, and NC3 systems.
  • Proven ability to gather requirements and lead a team in executing plans to meet those needs.
  • Strong communication and interpersonal skills to collaborate with diverse stakeholders.
  • Understanding of classified infrastructure and security requirements.
  • Business acumen to navigate lab operations and negotiate for capabilities.
  • Motivation to expand knowledge and take on responsibilities.
  • A track record of innovation and achieving significant outcomes.
  • This position requires on-site presence five days a week.

Preferred Qualifications:

  • Experience in strategic communications systems, including Military and Commercial SATCOM.
  • Knowledge of nuclear command, control, and communications (NC3) systems.
  • Top Secret / SCI clearance with COMSEC, CRYPTO, CNWDI, NATO.
  • Experience with SIPRNet and JWICS accounts.
