Responsibilities

Are you ready to take on a leadership role that makes a significant impact in the government sector? We are seeking an experienced Intelligence Community Subject Matter Expert (SME) with exceptional collaboration and program management abilities to provide strategic guidance and support to government leaders regarding ground enterprise solutions within the Intelligence Community (IC) and Department of Defense (DoD).

This program delivers Systems Engineering Technical Advisor (SETA) and Systems Engineering & Integration (SE&I) services to an IC client, focusing on the acquisition and operation of complex mission systems and their supporting IT infrastructure. The contract support is integral to the customer’s core team, concentrating on all facets of systems engineering and integration, as well as the systems life cycle, which includes requirements capture, architecture modeling, collaboration with developers to deliver capabilities, testing to validate requirements, transition to operations, and ongoing operational support. The program also fosters innovation and technology development, offering acquisition and project management assistance to government program managers, along with IT information assurance security support.

The selected candidate will act as an individual contributor on various systems engineering and acquisition initiatives across IC program stakeholders and will coordinate with the Technical Lead to provide managerial support for a team of up to 20 full-time equivalent (FTE) multi-disciplinary SETAs engaged in technical roles on the contract. Key responsibilities include:

  • Assisting the customer in the development, refinement, and execution of the program's engineering processes, ensuring the appropriate level of rigor to maintain the technical integrity of the program's baseline and products while ensuring programmatic efficiency.
  • Providing leadership and direction for systems engineering and integration tasks across various functional areas and offices, collaborating with the Technical Lead, Program Manager, SMEs, and other SETA and SE&I professionals to analyze, resource, and resolve issues, ensuring outcomes that are both programmatically and technically feasible.
  • Ensuring effective support for the customer's agile processes and technical deliverables.
  • Delivering comprehensive managerial services to the contract program management team and customer delivery team, which includes staffing, retention, performance evaluation, mentoring, and regular communication of corporate and contract updates to both customers and employees.
Qualifications

Required:

  • Bachelor's degree with 12+ years of experience, including at least 3 years in a management-level SETA role; or a Master's degree with 10-13 years of experience; or a PhD with 10+ years of experience.
  • Must possess and maintain a TS/SCI clearance with Polygraph.
  • Experience with Mission Partner and customer overhead and/or ground systems.
  • Proven experience in full-lifecycle systems engineering, system integration, and/or project management for complex systems.
  • Ability to work collaboratively with mission partners and stakeholders across organizational boundaries.
  • Advanced skills in customer collaboration and the ability to lead and work within cross-functional teams.
  • Strong communication skills, both oral and written, with the ability to produce clear, logical, and concise documentation.
  • Capability to organize, schedule, and execute a diverse range of team and individual tasks while supporting sensitive contract, team, and mission activities.
  • Experience in agile planning, management, and execution, with familiarity in commercial Atlassian tools (e.g., Confluence, JIRA).

Desired:

  • Prior experience and knowledge of customer enterprise-level processes.
  • Familiarity with customer GEOINT ground mission systems.
  • Education or certification in Systems Engineering.
  • Education or certification in Program Management.
  • Understanding of systems architecture, Model Based Systems Engineering (MBSE), and Digital Engineering (DE).
  • Experience with cloud services such as AWS or Azure.
