Regional Council Director

We are seeking a highly skilled and experienced professional to join our team as a Regional Council Manager. This is a hybrid position that will require the ability to work effectively in a leadership role, building and maintaining relationships with local early childhood collaborations, ECEC providers, and the community.
Key Responsibilities- Oversee the formation and ongoing day-to-day operations of the Regional Offices and Councils.
- Provide leadership and management to the Regional Team.
- Develop and implement a regional workplan that includes goal setting, action steps, and accountability measures.
- Oversee the development and implementation of regional level reports.
- Identify barriers, problem solve, adapt strategies, and foster opportunities for collaboration between regional and local structures and other early learning system partners.
- Build mutually supportive relationships with Local Early Childhood Collaborations, parent groups, and other stakeholders in the Region to ensure the community systems are responsive to the needs of all children and families.
- Act as the official spokesperson for the work of Birth to Five Illinois in the Region.
- Participate in regional and community meetings/events related to young families and children.
- Support and participate in regional events throughout the community (may take place during evenings or weekends).
- Communicate relevant and timely information to stakeholders across the Region.
- Identify barriers that regional and local partners face and communicate them to state-level partners.
- Cultivate community support for local ECEC systems coordination and financing.
- Complete and submit required reports in a timely manner.
- Perform other job-related duties as assigned.
- Travel within the State, up to 50%.
- Bachelor's degree or beyond in Early Childhood Education, Early Childhood Administration and Leadership, Social Work, or related discipline.
- Must possess three-plus years of full-time experience in a leadership/management position in a public or private organization.
- Must possess four-plus years of experience in Early Childhood community systems development.
- Must have relevant knowledge and experience in a variety of Early Childhood programs (prenatal and birth to age five), including programs funded by the Early Childhood Block Grant.
- Must have extensive experience in grant writing.
- Must possess the ability to provide training and technical assistance to community providers.
- Must know how to meet the needs of the diverse early childhood population of the state of Illinois, including those with disabilities and English Language Learners.
- Must maintain knowledge of culturally and racially responsive practices.
- Must possess the skills to analyze, interpret, and aggregate quantitative and qualitative data.
- Must be able to work with a diverse group of community members.
- Must be able to lead a team of individuals in a manner that fosters mutual respect, culture of creativity, critical thinking, accountability, and collaboration.
- Must live or have experience in the boundaries of the Region.
- Must hold a valid Illinois State Driver's License.
- Must meet minimum vehicle insurance from the Illinois State insurance requirement for personal vehicle; $100,000 Bodily Injury per accident (single person) / $300,000 Bodily Injury per accident max (multiple persons) / $25,000 Property damage.

Use of computer, phone, printer, and basic office equipment. Operating systems include/but are not limited to: Outlook, email, SLACK, Zoom, Microsoft Teams, Google Docs, etc.; Microsoft Office software; specific training provided on INCCRRA's Data Tracking Program.
Language SkillsMust be able to speak, read, and write English fluently. Any additional language skills are a plus.
