Job Title: Program Evaluator

Job Overview

Sky Solutions, LLC is seeking an experienced Program Evaluator to lead and conduct comprehensive evaluations of federal grant programs, policies, and organizations. The successful candidate will develop evaluation studies, perform detailed assessments, and communicate results and recommendations to stakeholders.

Key Responsibilities


  • Lead and conduct evaluations and studies to assess the effectiveness and efficiency of federal grant programs, policies, and organizations.
  • Develop and manage program evaluation objectives, including creating work plans, conducting assessments, and ensuring clear communication of findings and recommendations.
  • Lead stakeholder discussions to define evaluation needs, facilitate strategy development, and build collaborative relationships with relevant internal and external teams.
  • Prepare and edit comprehensive evaluation reports, policies, technical papers, and other documents to support research and evaluation needs.
  • Demonstrate strong knowledge of federal grant-making policies, procedures, and administration to ensure compliance and alignment with evaluation efforts.
  • Provide guidance to teams, mentor junior staff, and ensure effective presentation of evaluation results.


Required Qualifications


  • A minimum of 6 years of professional experience planning, conducting, and managing program evaluations, with a strong focus on federal grant-related programs and policies.
  • Bachelor's Degree in Public Policy, or a related discipline.
  • Mastery of evaluation theory, concepts, standards, methods, and tools, with a focus on program effectiveness and efficiency.
  • Exceptional written and verbal communication skills, with the ability to convey complex findings to a variety of audiences.
  • Strong problem-solving, analytical, and logical thinking skills, with attention to detail in data collection and evaluation.
  • Proven ability to work independently, lead teams, and collaborate with cross-functional stakeholders.
