The individual in this role is tasked with overseeing and advocating for designated Federal highway initiatives within the jurisdiction.
Ensures engineering guidance and supervision at various stages of project and program execution for Federal-aid infrastructure endeavors.
This position holds the authority to engage the agency in actions on behalf of the Division Office(s) represented, in accordance with established delegations of authority.
Key ResponsibilitiesAs a Transportation Infrastructure Engineer, you will:
- Offer expertise and direction on Federal statutes, regulations, and FHWA guidelines pertinent to Federal-aid projects within the State DOT project development framework, during meetings, telephonic communications, public forums, site evaluations, and interactions with State DOT representatives and other Federal, State, and local entities for designated program areas, while aiding in the execution of leadership initiatives.
Conduct project assessments in alignment with the Division's Risk-Based Stewardship and Oversight strategy.
- Examine necessary project actions for suitable application of design standards and criteria, adherence to policies and regulations, eligibility for Federal funding, traffic safety components, reasonableness of cost projections, and fulfillment of requirements from transportation planning and contractual stipulations.
Review and analyze project studies, providing feedback on alternatives and/or modifications.
- Authorize project agreements, which may involve evaluating the adequacy of proposed rights-of-way clearances, NEPA compliance, construction plans, and agreements for utility and railroad operations, as well as consultant contracts.
Engage in and contribute to Division program management activities, including the formulation of stewardship and oversight strategies, conducting risk evaluations, developing strategic operations and business plans, promoting the adoption of a performance-based planning and programming approach to partner agencies, and identifying and monitoring performance metrics along with the associated reporting processes.
- Provide Program Approvals that fall under the Discipline, such as consultant procedural documentation, standard drawings, standard specifications, prequalification protocols, uniform record-keeping, procedures for determining contract duration, and Liquidated Damages Rates.
Participate in oversight functions, such as process evaluations and comprehensive documentation reviews of Federal-aid programs; advise on issues and deficiencies, prepare reports and analyses, coordinate corrective measures, review and assess practices, and share innovative methodologies, procedures, and technologies.
Engage in evaluating State programs for effectiveness and compliance.
Ideal Candidate ProfileThe preferred candidate for this role is an engineer with experience in monitoring Federally funded highway initiatives or delivering highway projects from initial planning through construction support and maintenance; and possesses the ability to articulate ideas and concepts persuasively in meetings, discussions, and written communications.
