Position Overview:
We are looking for a Business Financial Management Analyst at a mid to senior level to deliver expert financial analysis, accounting, and business services that enhance operational efficiency.
Key Responsibilities:
- Provide forensic accounting assistance.
- Offer consulting services aimed at refining financial management and accounting methodologies.
- Deliver insights to bolster the overall financial standing of the organization.
- Monitor, validate, and report on commitments, obligations, costs, and expenditures.
- Draft program budget planning, programming, and execution documentation, utilizing data from the Program Office for periodic reporting.
- Prepare briefing materials, issue papers, point papers, and ad hoc reports based on Program Office data.
- Maintain accurate records of financial transactions and documents within appropriate financial and document management systems.
- Draft funding execution documents, analyze program financial transactions, and develop obligation and expenditure phasing plans using program resource and budget data.
- Process cost transactions in financial systems and assess contractor cost reports for accuracy and reasonableness.
- Extract data and create tools to visualize, manipulate, and integrate information from Navy financial management systems.
- Assist in the annual Program Objective Management (POM) process and provide strategic recommendations for managing budgetary constraints.
- Collaborate with acquisition personnel to ensure precise data reporting and fiscal accountability.
- Support the formulation of the Government's annual Program Office Task Planning Sheets (TPS) for funding execution.
- Contribute to policy and process documentation, including review and configuration control.
Qualifications:
- Must possess one of the following:
a) A bachelor's degree in a relevant field with a minimum of five years of professional or internship experience, OR
b) A master's degree in a relevant field with at least two years of professional experience, OR
c) No degree with a minimum of eight years of demonstrated experience in the relevant area. - Ability to obtain and maintain a Secret level clearance; a fully adjudicated Secret clearance is preferred.
- Must be a US Citizen.
- Experience with Navy CDRL / Contract Acquisition is preferred, but training will be provided.
- Proficiency in Microsoft Office Suite (Excel, PowerPoint, and Word) is required.
- 4-7 years of experience with Navy financial management systems, particularly Navy ERP and NEPS, is advantageous.
- Familiarity with the Program Objective Management (POM) process is preferred.
Compensation:
The estimated starting salary range is $70,000-$100,000 annually, which serves as a general guideline for the geographic location. When extending an offer, considerations include work experience, education, skill level, market factors, and potential contractual requirements that may influence the final offer.
