  • Draft program budget planning, programming, and execution documentation, utilizing data from the Program Office for periodic reporting.
  • Prepare briefing materials, issue papers, point papers, and ad hoc reports based on Program Office data.
  • Maintain accurate records of financial transactions and documents within appropriate financial and document management systems.
  • Draft funding execution documents, analyze program financial transactions, and develop obligation and expenditure phasing plans using program resource and budget data.
  • Process cost transactions in financial systems and assess contractor cost reports for accuracy and reasonableness.
  • Extract data and create tools to visualize, manipulate, and integrate information from Navy financial management systems.
  • Assist in the annual Program Objective Management (POM) process and provide strategic recommendations for managing budgetary constraints.
  • Collaborate with acquisition personnel to ensure precise data reporting and fiscal accountability.
  • Support the formulation of the Government's annual Program Office Task Planning Sheets (TPS) for funding execution.
  • Contribute to policy and process documentation, including review and configuration control.

Qualifications:

  • Must possess one of the following:
    a) A bachelor's degree in a relevant field with a minimum of five years of professional or internship experience, OR
    b) A master's degree in a relevant field with at least two years of professional experience, OR
    c) No degree with a minimum of eight years of demonstrated experience in the relevant area.
  • Ability to obtain and maintain a Secret level clearance; a fully adjudicated Secret clearance is preferred.
  • Must be a US Citizen.
  • Experience with Navy CDRL / Contract Acquisition is preferred, but training will be provided.
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, and Word) is required.
  • 4-7 years of experience with Navy financial management systems, particularly Navy ERP and NEPS, is advantageous.
  • Familiarity with the Program Objective Management (POM) process is preferred.

Compensation:
The estimated starting salary range is $70,000-$100,000 annually, which serves as a general guideline for the geographic location. When extending an offer, considerations include work experience, education, skill level, market factors, and potential contractual requirements that may influence the final offer.
