Position Overview:
The selected candidate will play a crucial role in the strategic planning, design, coordination, execution, and completion of various construction and renovation initiatives for municipal buildings and related facilities.
Key Responsibilities:
- Exercise independent judgment in interpreting relevant regulations and procedures, providing management with informed recommendations.
- Oversee the administration of construction-related matters to ensure adherence to federal, state, and local guidelines.
- Authorize and manage the contributions of architectural, engineering, and environmental consultants, as well as contractors on diverse and intricate projects.
- Lead and assist in project design, including the development of construction plans, specifications, and contractual agreements.
- Analyze complex technical issues in engineering and construction, establishing policies and objectives accordingly.
- Manage site operations and enforce safety protocols.
- Develop project timelines and milestones to ensure timely deliverables.
- Conduct regular inspections of construction sites to verify compliance with specifications, budget, and schedule, addressing any necessary repairs or adjustments.
- Establish standards and programs for building construction and replacement.
- Approve plans and specifications at various stages, including shop drawings, payment requests, change orders, and project closeout documentation.
- Provide contract administration and inspection by reviewing contractor payment applications and ensuring compliance with contract specifications.
- Monitor departmental assets and assess facility conditions, making recommendations for improvements.
- Assist city officials in the development of complex construction projects, including land selection and contract negotiations.
- Prepare memoranda for commissions and committees.
- Maintain an updated schedule of ongoing construction and renovation projects.
- Identify funding sources for project implementation.
- Perform related duties as required.
Qualifications:
- Bachelor's degree in Architecture, Engineering, Construction Management, or a closely related field from an accredited institution.
- A minimum of three (3) years of full-time, verifiable experience in the design, construction, and management of significant construction projects valued between $500,000 and $3,000,000.
- Familiarity with the Americans with Disabilities Act and applicable state regulations.
Preferred Qualifications:
- Additional training and certification in engineering, architecture, or construction management.
Physical Requirements:
- Ability to effectively communicate and interact with colleagues and the public.
- Capability to operate various office equipment, including word processors and copiers.
- No significant physical demands such as extensive standing, walking, or lifting.
General Expectations:
- Ability to establish and maintain effective working relationships with a diverse range of individuals.
- Commitment to serving the public and fellow employees with integrity and ethical behavior.
- Regular and punctual attendance is essential.
- Must be available to work during emergencies as an essential employee.
