Position Overview:
This role is situated within FHI 360's Regional Office, focusing on the Middle East, North Africa (MENA), Europe, and Latin America and the Caribbean (LAC).

The Regional Office adopts a country-focused strategy, leveraging a comprehensive team of enterprise services to establish a robust operational framework and shared services that facilitate project execution.

The team consists of specialists who deliver programmatic, financial, human resources, information technology, and contractual strategic guidance across the designated regions.


This position is tasked with overseeing the finance team for the LAC region while also providing necessary support to the broader regional team, which includes MENA and Europe.

Given the extensive geographical coverage of the portfolio, this role will require management and accountability for the team operating across two time zones.

The Associate Director will also supervise procurement and grant quality assurance processes.

This role is crucial for ensuring the responsible management of the portfolio while adhering to policies, procedures, and internal controls that guarantee compliance with audit standards, generally accepted accounting principles, and ethical practices.

Responsibilities include providing leadership and technical direction for compliance with Generally Accepted Accounting Principles (GAAP), Government Auditing Standards (GAS), Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR).

Develops strategies for financial risk management and control. Reviews and endorses financial planning and control recommendations, supplying relevant fiscal insights to the regional leadership team. Constructs and manages financial analysis models. Implements effective and efficient business processes and procedures.
Establishes a formal reporting system to relay audit activity results to management and regulatory compliance entities.

Key Responsibilities:
Leads the LAC support team of financial analysts and accountants within the regional office.
Oversees the Quality Assurance team for regional grants and procurement activities.
Collaborates with multiple country finance departments.
Provides financial guidance to field offices through memos, policy updates, and procedure manuals.
Assigns and reviews the work of the finance department while mentoring staff.
Monitors and adjusts the departmental budget.
Offers direct financial assistance to country offices across the region as required.
Engages in critical and sensitive financial analysis tasks.
Makes final decisions on projects and issues that may span multiple functions.
Responsible for developing policies, systems, and significant financial studies.
Tasks require broad conceptual judgment, initiative, and the capacity to navigate a wide array of financial challenges.
Handles confidential data, where disclosure could have significant internal and/or external repercussions.
Manages operational and strategic functions within the finance department to ensure compliance and efficiency.
Provides recommendations and consults with management regarding financial performance and enterprise risk management.
Implements process improvement plans for the Regional Office to ensure financial controls and operational efficiency.
Leads financial reporting for annual budget planning, audit evaluations, and assessment processes.
Stays updated on the latest trends in financial accounting and mentors team members.
Enhances team performance and fosters a culture of excellence.

Required Knowledge & Skills:

Thorough knowledge and experience with Generally Accepted Accounting Principles (GAAP) practices and reporting standards.

Fluency in English is required; proficiency in French, Spanish, and/or Arabic is advantageous.
Experience in the LAC region is a plus.
Prior experience in a non-governmental organization (NGO) is required.
Experience with international organizations is preferred.
