Job Summary

Under general supervision, the Information Technology Manager directs the activities of a major functional area of information technology, such as network operations, services and support, security and compliance, business applications, applications development, and/or project management.

Key Responsibilities
  • Directs major information technology programs, including network operations, network infrastructure, call center operations, desktop engineering, field support, security, compliance, applications development, applications administration, database administration, and project management.
  • Leads IT Department operational and strategic planning, including fostering innovation, planning projects, and organizing and negotiating the allocation of resources.
  • Develops business case justifications and cost-benefit analyses for IT spending and initiatives.
  • Directs the procurement activities for an assigned section, including managing the request for proposal process, making vendor recommendations, and administering vendor contracts.
  • Develops and administers the budget for an assigned section.
  • Develops and implements IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
  • Works with stakeholders to define business and systems requirements for new technology implementations.
  • Evaluates program results, conducts special studies, identifies problems, and recommends solutions, and prepares reports.
  • Establishes and maintains regular written and in-person communications with the organization's executives, department heads, and end-users regarding pertinent IT activities.
  • Keeps current with the latest technologies.
  • Coordinates activities with other sections to achieve departmental objectives.
  • Approves and oversees projects and project portfolios.
  • Assigns, supervises, and reviews work; ensures staff compliance with District policies and procedures, including Personnel Rules and Administrative Procedures; completes performance reviews; addresses employee complaints and grievances; may recommend employment actions such as hiring, transfer, suspension, promotion, or discharge.
Requirements
  • Graduation from a four-year accredited college or university majoring in information technology, computer science, or a closely related field.
  • Seven years of professional experience in information technology, two years of which must have been in a supervisory capacity.
  • Graduate study in computer science or a closely related field may be substituted for the required experience on a year-for-year basis to a maximum of two years.
  • Full-time professional experience in information technology may be substituted for the required education on a year-for-year basis.
Promotional Requirement
  • One year of service with the District as a Senior Desktop Engineer, Senior Network Engineer, Senior Systems Administrator, Senior Applications Developer, Senior Database Administrator, Senior Applications Administrator, Senior IT Security Administrator, or Senior Computer Systems Administrator.
  • Civil service status in one of the foregoing classifications.
