Job Summary

The Los Angeles Metro is seeking a highly skilled and experienced professional to fill the role of Director of Asset Management. This position will be responsible for leading the planning and management of the Enterprise Transit Asset Management (ETAM) collection of asset data programs, business and data processes, schedule and budget preparation, financial administration, and program management activities.

Key Responsibilities
  • Direct the development and updating of the asset data collection and prioritization per Metro's Transit Asset Management policy.
  • Direct development of onboarding assets in a manner conducive to FTA (Federal Transit Administration) National Transit Database (NTD) reporting and to benefit Metro prioritization of capital budget.
  • Develop and implement improvements to advance Metro's transit asset management business processes.
  • Assist executive management in providing general financial administration direction for various capital and professional services projects.
  • Ensure that the management team interfaces effectively with other Metro departments and consultants to establish and adhere to project budget, schedule, quality, and safety requirements.
  • Establish departmental short- and long-range strategic goals, objectives, and Program Management Plans (PMPs).
  • Assist management in the development of management strategies in conjunction with the preparation of comprehensive formal PMPs to achieve agency goals and objectives and resolve problems.
  • Direct the preparation of cost estimates, budgets (project and fiscal year), staffing plans, project schedules and asset on-boarding.
  • Assist executive management in the development of annual condition assessment projects and other rail and bus rehabilitation and replacement capital projects.
  • Direct and/or perform condition assessment studies of various asset categories.
  • Direct and/or perform meetings with asset owners to gather and analyze data required for compliance reporting.
  • Prepare various budget amendments and adjustment documents.
  • Develop, implement, and update budget and funding policies and procedures for asset rehabilitation and replacement capital programs.
  • Advises department on budget and funding issues.
  • Direct preparation of project revenue, funds, and expenditures forecasts.
  • Confers with management on construction expenditure plans and revenue forecasts.
  • Direct and identifies the timing and needs of Metro SGR (State of Good Repair) projects and recommended funding levels.
  • Supports funding agreements, grant contract negotiations, and multi-year grant contract administration.
  • Coordinates with other Metro departments on data collection, review, and analysis of project costs and revenues.
  • Assists in the development of supporting documentation for funding and grant agreements with federal, state, and local agencies.
  • Represents Metro and ETAM at meetings, task forces, conferences, external agencies, and public events.
  • Develops, implements, and oversees compliance with Metro-wide policies, standards, and systems for ensuring accountability for budget performance.
  • Directs studies to implement advanced reliability techniques and TAM business process improvements.
  • Directs studies involving financial, cost, risk, and lifecycle analysis.
  • Monitors budget impact of local, state, and federal funding allocations and projections on the ETAM program.
  • Develops weekly, monthly and quarterly reporting of ETAM performance for executive management.
  • Develops, analyzes, reviews and implements asset data for the Enterprise Asset Management System.
  • Supports integration of the Enterprise Asset Management System.
  • Prepares and presents complex technical reports to executive management, Metro's Board of Directors, committees, and outside agencies.
  • Develops cost center goals, policies, procedures, budget, and staffing plans.
  • Conducts meetings with staff and consultants.
  • Supervises, guides, trains, and motivates assigned staff.
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees.
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out.
Requirements
  • A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
  • A typical combination includes:
    • Bachelor's Degree in Business, Public Administration, Finance, Economics, Engineering (Industrial, Mechanical, Electrical, or Civil) Planning, or a related field; Master's Degree in a related field.
  • Five years of relevant management-level experience performing financial, management, and analytical functions.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Preferred Qualifications
  • Experience leading the development of artwork condition assessments and recommendations for specialized care.
  • Experience leading the planning, delivery, and implementation of public art conservation and/or major artwork refurbishment capital projects.
  • Experience leading artwork asset data management, records, and reporting.
  • Experience managing compliance with artist rights, copyright, and intellectual property requirements in the conservation and/or refurbishment of artworks.
  • Experience supervising, evaluating, and providing guidance to staff, artists, and contractors.

  • Applicable local, state, and federal laws, rules, and regulations governing budgeting and funding for a public transportation agency, including Federal Transit Administration policies and legislation.

  • Principles and practices of major transit construction projects.
