Job Description

The Project Manager will serve as the Owner's Representative for major capital projects, with primary responsibility overseeing a design-build housing project currently in the bidding and early schematic design phase. This role is critical in ensuring that the project meets its budgetary, timeline, and quality goals while coordinating closely with internal and external stakeholders.

Key Responsibilities:
  1. Project Document Management:
    • Oversee and manage all project documentation, including Requests for Information (RFIs), Submittals, Bulletins, and other related documents.
    • Ensure accurate and timely distribution and archiving of all project documents.
    • Ensure active coordination with the Fire and Building Safety team (FABS) for all code compliant documentation. Support the facilitation of the code compliant processes with the Design-Builder for both design review and construction inspections.
  2. Project Execution:
    • Oversee the overall project execution, ensuring that all phases are completed on time, within budget, and according to the project plan.
    • Coordinate with the design-builder to ensure adherence to project specifications and timelines.
    • Provide regular updates to senior leadership on project progress, risks, and issues.
  3. Contract Compliance Monitoring and Enforcement:
    • Monitor and enforce all contract requirements to ensure compliance with the University of California's policies and the project's Request for Proposal (RFP) obligations.
    • Review and ensure adherence to all contractual terms and conditions by the design-builder and subcontractors.
    • Issue field work directives as needed to address immediate project needs.
    • Manage the change order process, including drafting revised scope requests, evaluating proposed costs, and executing change orders.
    • Monitor the schedule of values and ensure payments are aligned with the work completed, verifying that the work product meets quality and contract standards.
    • Address and resolve any contractual disputes or non-compliance issues in coordination with legal and senior leadership teams.
  4. Budget Management:
    • Monitor and manage the project budget, including tracking expenditures and forecasting costs for all aspects of the project.
    • Collaborate with senior leadership to allocate and utilize contingency funds as needed.
    • Prepare and present financial updates and status reports to senior leadership and stakeholders.
  5. Schedule Management:
    • Monitor the critical path schedule provided by the design-builder to ensure all project milestones are met.
    • Coordinate owner-specific responsibilities such as Audio-Visual (AV) equipment installation, furniture move-in, lock and access installations, and other components required for project delivery.
    • Identify potential project risks related to scheduling and work proactively with the design-builder to develop mitigation strategies.
    • Ensure that all owner responsibilities are completed on time and do not impact the overall project schedule.
    • Provide regular schedule updates to senior leadership and stakeholders, highlighting any risks or delays and the proposed actions to address them.
  6. Communication and Coordination:
    • Serve as the primary point of contact for all official communications between the owner (university) and the design-builder.
    • Facilitate clear and effective communication among all project participants, including design teams, contractors, and university stakeholders.
    • Ensure all project requirements and expectations are clearly communicated and understood by all parties.
    • Serve as the department representative at Owner-Architect-Construction (OAC) meetings, advocating for university interests and ensuring alignment among all parties.
  7. Stakeholder Engagement:
    • Coordinate with university housing team to ensure the project meets the required standards for timely activation and operations.
    • Manage technical stakeholder expectations and address any concerns promptly, with active collaboration with the Office of Information Technology, Facilities Management, Public Safety, Environmental Health & Safety, and others.
  8. Project Closeout and Handover:
    • Ensure the project is properly closed out, including the completion of all punch list items.
    • Oversee the preparation and turnover of Operations & Maintenance (O&M) Manuals and record drawings to Physical Plant Services.
    • Coordinate final inspections and acceptance of the project by all relevant university departments.

Skills and Requirements

Qualifications:

Bachelor's degree in Construction Management, Architecture, Engineering, or a related field.

Minimum of 5-7 years of experience in project management, with a focus on design-build projects and Housing projects preferred.

Strong understanding of project management processes, budget management, contract administration, compliance, and schedule management.

Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.

Proven ability to manage multiple tasks and projects simultaneously in a fast-paced environment.

Knowledge of university capital development processes and familiarity with housing projects preferred.

Competencies:

Strong organizational skills and attention to detail.

Ability to work independently and make informed decisions.

Proficiency in project management software and tools.

Strong problem-solving skills and ability to anticipate project challenges.

Leadership skills with the ability to guide and mentor team members.
