Job Summary

The State of Wisconsin is seeking a highly skilled Weatherization Policy Specialist to join the Department of Administration. This role will be responsible for providing policy support for the weatherization program operating under the Home Energy Plus umbrella. The successful candidate will have experience working with grant-funded programs, conducting training and developing training curricula, and researching, drafting, or interpreting program policies.

Key Responsibilities
  • Provide policy support for the weatherization program, including conducting program implementation, management, and coordination.
  • Support the development of federal plans and reports, including the Federal Grant Application and the Department of Energy Quarterly report.
  • Communicate and enforce policy requirements to local WAP agencies.
  • Support coordination with the federal oversight office to ensure program compliance with appropriate laws and regulations.
  • Represent the Bureau, Division, and Department in development and negotiation of delivery methodologies for Home Energy Plus Programs as relates to weatherization.
  • Support development of new models for program delivery, including coordinating services between the Wisconsin Home Energy Assistance and Weatherization Assistance Programs.
  • Support coordination of policy changes with the Information Systems Business Automation Specialist and Energy Assistance Home Energy Plus Lead Program Analyst.
  • Develop analytical data on the program and present that data.
  • Develop Requests for Proposals, Requests for Bids, and contracts for professional services.
  • Support and conduct administrative and fiscal administrative review monitoring as needed.
Requirements
  • Experience working with grant-funded programs.
  • Experience conducting training and developing training curricula.
  • Experience researching, drafting, or interpreting program policies.
  • Experience working with Home Energy Plus programs and data systems, or similar programs/systems.
  • Experience conducting administrative and fiscal monitoring.
  • Experience working with weatherization or similar programs.
