The Procurement Specialist II is responsible for assessing requisitions for custom nonstandard items, collaborating with technical teams on specifications and potential alternatives. This role involves identifying optimal sources of supply, issuing purchase orders, and coordinating with suppliers regarding material deliveries, ensuring compliance with company and governmental regulations.
Key Responsibilities:- Act as the primary liaison for Elbit America's suppliers, facilitating effective communication to mitigate risks associated with miscommunication.
- Evaluate procurement data and select suppliers capable of meeting program specifications, including engineering and quality control requirements.
- Review technical documentation to understand hardware and process complexities, including assembly drawings and related standards.
- Prepare and issue requests for proposals, soliciting bids from subcontractors and suppliers, and assess responses based on pricing and capability.
- Analyze responses to Requests For Proposals (RFP) and Requests For Information (RFI) to ensure compliance with customer contractual obligations.
- Collaborate with support teams to resolve supplier inquiries and issues, ensuring adherence to overall requirements.
- Utilize market knowledge to negotiate and reduce component pricing effectively.
- Establish preferred suppliers and set expectations to drive cost reduction initiatives.
- Issue purchase orders promptly to align with program schedules and departmental objectives.
- Serve as the intermediary between the company and suppliers regarding material delivery issues to meet production timelines.
- Coordinate with Program Management and production teams to align material deliveries with production needs.
- Resolve supplier-related issues in collaboration with relevant departments.
- Engage with supplier representatives and stay informed about new product technologies and procurement regulations.
- Support the achievement of Process Based Leadership Scorecard Goals.
- Perform additional duties as assigned by management.
- Demonstrated negotiation skills.
- Experience in commodity management.
- Background in electronic components and/or assembly.
- Strong understanding of Foreign Military Financing.
- Familiarity with FAR/DFAR regulations.
- Proficient in ERP systems (Infor LN).
- Experience in aerospace, military, or related industries.
- Technical knowledge of electronic and mechanical systems.
- Understanding of fixed pricing agreements and vendor-managed inventory.
