About the Role

Systems Planning and Analysis, Inc. (SPA) is seeking a highly experienced and skilled Group Leader to join our Space & Intelligence Division. As a Group Leader, you will be responsible for leading a team of over 80 experienced analysts and engineers in delivering high-impact, technical solutions to complex national security issues.


The Intelligence Programs Group (IPG) is a prime and multiple subcontracted effort that spans multiple IC organizations with emphasis on SIGINT, GEOINT, OPIR, and Communications systems and networks. As Group Leader, you will be responsible for delivering exceptional contract performance, meeting revenue, EBITDA, and indirect resource goals, as well as managing complex prime contracts, multiple subcontractors, and multiple subcontracts to meet customer requirements.


The ideal candidate will have a deep understanding of government organizations at NRO, NGA, NSA, and other portions of IC, as well as experience in space and intelligence systems engineering, development, operations, or program management. You will also have a proven track record of managing large support services contracts with multiple subcontractors, diverse locations, and specialized security requirements.


We are looking for a collaborative and strategic leader who can develop and execute a vision for growth in IPG's people, tools, capabilities, and lines of business. You will be responsible for instilling a culture of quality work, applying SPA's QMS processes to ensure that all deliverables meet contract requirements and high quality standards, and supporting hiring, developing, and SPA employees.


The Group Leader will also be responsible for interacting with senior uniformed and civilian leadership across customer markets, as well as SPA Corporate and Line Division leadership. You will be expected to represent IPG at corporate and division meetings, develop reports and other data call responses, and provide feedback on proposed initiatives and processes.

Responsibilities
  • Lead a team of over 80 experienced analysts and engineers in delivering high-impact, technical solutions to complex national security issues.
  • Deliver exceptional contract performance, meeting revenue, EBITDA, and indirect resource goals.
  • Manage complex prime contracts, multiple subcontractors, and multiple subcontracts to meet customer requirements.
  • Develop and execute a vision for growth in IPG's people, tools, capabilities, and lines of business.
  • Instill a culture of quality work, applying SPA's QMS processes to ensure that all deliverables meet contract requirements and high quality standards.
  • Support hiring, developing, and SPA employees.
  • Interact with senior uniformed and civilian leadership across customer markets, as well as SPA Corporate and Line Division leadership.
  • Represent IPG at corporate and division meetings, develop reports and other data call responses, and provide feedback on proposed initiatives and processes.

Qualifications
  • Deep understanding of government organizations at NRO, NGA, NSA, and other portions of IC.
  • Experience in space and intelligence systems engineering, development, operations, or program management.
  • Proven track record of managing large support services contracts with multiple subcontractors, diverse locations, and specialized security requirements.
  • Collaborative and strategic leadership skills.
  • Ability to develop and execute a vision for growth in IPG's people, tools, capabilities, and lines of business.
  • Experience in managing distributed workforce with staff deployed at customer locations.
  • Experience in managing stand-alone company office, separate from company HQ.
  • Demonstrated ability to perform strategic planning for internal company efforts as well as contracts.
  • Demonstrated business integrity, initiative, critical thinking, and tenacity in environment of significant autonomy and responsibility.
  • Ability to work regularly from the Chantilly, VA office, with trips as needed to other customer sites around greater Washington DC and nationally.
  • TS/SCI clearance with CI polygraph.
