Compliance Specialist

Horizon Management Services, Inc. is seeking a skilled Compliance Specialist to join our dedicated team. In this role, you will play a crucial part in ensuring that our properties adhere to all regulatory requirements and maintain the highest standards of compliance.

Key Responsibilities:
  • Accurately calculate annual income for initial and continued eligibility according to program regulations.
  • Review applications and recertifications for completeness and accuracy.
  • Conduct credit and background checks for new applications.
  • Enter income and asset information into compliance software.
  • Process unit transfer requests.
  • Correct Excel spreadsheets for month-end recertification packets and manage file room tasks.

Lease Preparation:
  • Prepare initial leases, move-in packets, and renewal documents for Market Rate, LIHTC, and Section 8 units within established time frames.
  • Ensure all lease documents are completed and uploaded to compliance software.
  • Follow up on unreturned leases using monthly compliance spreadsheets.

General Compliance Duties:
  • Send various correspondence to applicants and residents (e.g., approval letters, rental increase letters, signed lease documents).
  • File correspondence and forms in resident files.
  • Assemble and maintain new and vacated resident files, reports, and auditing files.
  • Support third-party compliance contracts.

Vacate Notices:
  • Complete Notice to Vacates.
  • Process waitlist/application refunds within 24 hours.

Secondary Functions:
  • Perform general administrative duties: faxing, filing, copying, and assisting the Compliance Manager.
  • Assist in providing compliance training to new resident and property managers.
  • Contribute to developing and updating training modules with the Compliance Manager.
  • Handle apartment availability inquiries.
  • Serve as backup to the front desk receptionist.

Requirements:
  • High School diploma or equivalent.
  • Customer service, office, administrative, or banking experience preferred.
  • Certified Tax Credit Specialist (to be obtained within one year).
  • Clear communication, both verbal and written.
  • Ability to work with the public and senior citizens.
  • Strong organizational and time management skills.
  • Ability to work independently and as part of a team.
  • Proficiency in Microsoft Office and data entry.
  • Knowledge of Section 42 and Section 8 compliance requirements.

Working Conditions:
  • Regular use of hands, talking, and hearing.
  • Frequent sitting, standing, walking, and reaching.
  • Occasional climbing, balancing, stooping, kneeling, crouching, or crawling.
  • Ability to lift/move up to 25 pounds.
  • Specific vision abilities required.
