Job Summary:

The primary purpose of this position is to train, work with, and lead the work of others in the fields of sheet metal work, masonry, welding, plumbing, carpentry, painting, roofing, flooring installation, and locksmithing.

Key Responsibilities:
  • Performs work-planning responsibilities, including developing and implementing plans to achieve maintenance and repair objectives.
  • Leads workers on the use of equipment, facilities, and materials, ensuring safe and efficient operations.
  • Performs work direction responsibilities, including supervising and guiding team members to achieve project goals.
  • Passes on instructions from supervisors to team members and ensures work is started promptly.
  • Applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures.
  • Performs masonry tasks involved in the maintenance, repair, alteration, and construction of interior and exterior surfaces and structures.
  • Applies skilled methods, techniques, and advanced shop mathematics in welding and sheet metal to construct, install, repair, and modify a wide variety of structures.
  • Utilizes safety practices and procedures, following established safety rules and regulations, to maintain a safe and clean work environment.
  • Drives one or more types of trucks, such as pickup trucks, panel trucks, and flatbed trucks, on standard routes over public roads at highway speeds.
Requirements:
  • Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group.
  • Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying.
  • The screen-out element for this position is the ability to do the work of a WG-4749 MAINTENANCE MECHANIC (MOTOR VEHICLE OPERATOR) LEADER without more than normal supervision.
Qualification Requirements:
  • Knowledge of carpentry and sheet metal work methods and techniques, and masonry techniques when using brick, block, and stone.
  • Knowledge of safety regulations, practices, and procedures, and environmental standards and requirements, and regulations, procedures, and policies related to records maintenance and documentation.
  • Knowledge of advanced shop mathematics to plan, compute, and lay out more complex projects.
  • Knowledge of the methods and procedures involved in the installation of new roofing materials and the repair of leaky roofing.
  • Skill in cutting and shaping to complete corners, constructing, installing, repairing, and modifying structures, formulating plans and templates involving straight and curved edges or irregular curves, angles, and planes, developing patterns to include geometric projection and triangulation, setting-up, operating, and maintaining a variety of precision equipment and power and hand tools/equipment, and fabricating complex items from a variety of materials, such as galvanized or stainless steel, black iron, aluminum, copper sheet, magnesium, honeycomb material, and alloys.
  • Skill in using, setting-up, operating, and maintaining a variety of painting, roofing, and woodworking power and hand tools/equipment.
  • Ability to inspect and evaluate structural damage to sheet metal systems sufficient to plan and accomplish repairs, produce finished products with precise fits, accurate dimensions, structural soundness, and acceptable appearance, and perform decorative brickwork through placement of brick of different colors to create various designs and patterns.
  • Ability to read and apply directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, and precoating agents.
  • Ability to read and interpret complex blueprints, diagrams, sketches, and technical specifications, and communicate effectively, both orally and in writing.
  • Ability to safely operate a motor vehicle.
Working Conditions:
  • Works inside shops and outside at job sites.
  • In shops, is exposed to moderate or high noise levels from operating machinery, sawdust in the air, fumes, and hazards associated with carpentry, painting, and roofing trades.
  • At job sites, may be exposed to weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, and contusions; may occasionally be exposed to the possibility of broken bones.
  • May work in confined areas, such as crawl spaces and attics which may be dusty and dirty.
  • Working with asphalt results in exposure to unusually dirty conditions (permanent damage to clothes and shoes) and burns from hot asphalt or welding equipment.
Education and Experience:
  • Credit will be given for appropriate unpaid and/or part-time work.
  • You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
  • Volunteer work helps build critical competencies, knowledge, and skills that can provide valuable training and experience that translates directly to paid employment.
