**Job Overview**

We are seeking a skilled and experienced professional to serve as a Senior Program Manager on our Adult Training and Small Business Support Team within the Workforce Development Department. The ideal candidate will have extensive workforce development experience and a strong commitment to helping Massachusetts achieve its 2050 net-zero emissions goals in a way that focuses on equitable solutions to support environmental justice neighborhoods, climate-critical small businesses, and transitioning fossil fuel workers.

This role offers a unique opportunity to drive program quality by identifying and advancing relevant best practices through research, stakeholder engagement, and analysis of grantee practices and performance. You will lead cross-functional teams, provide staff management, including coaching and mentoring, and cultivate a rigorous and supportive environment by defining goals, structuring workplans, coaching others, and providing constructive feedback.

We offer a competitive salary range of $95,000 - $104,000 per year, dependent on experience and education, along with a comprehensive benefits package, including 457b plan, medical coverage, dental coverage, vision coverage, life insurance, paid time off, parental leave, tuition reimbursement, monthly remote work stipend, and supplemental retirement plan.

**Responsibilities:**

  • Develop and implement successful workforce equity programs, including requests for proposals, program administration guides, and technical assistance resources.
  • Directly supervise two to four staff members, providing guidance and support to deliver effective technical assistance, manage detailed administrative processes, and contribute to high-volume outreach and coordination.
  • Monitor the overall performance of direct reports and the health of their portfolios of grantees through regular supervision check-ins and oversight of timesheets, PTO filings, and quarterly and annual reviews.
  • Evaluate and ensure that all competitive procurement processes are rigorous and equitable by designing clear evaluation guidelines, guiding staff and external reviewers on the review process, and supporting consistent documentation of application scores and evaluations.

**Requirements:

  • A minimum of 8 years of relevant professional experience with a record of progressing professional responsibility; higher education degree and relevant continuing education is valued.
  • Considerable experience with program management, policy, and/or program administration.
  • Experience in the public sector, building/construction industry, and/or renewable energy industry.
  • Experience leading cross-functional teams and providing strong staff management, including coaching and mentoring.
