Manager of Early Childhood Services

The Director of Early Childhood Intervention Programs is tasked with overseeing the administration of grants and facilitating collaboration with the Health and Human Services (HHS) Early Childhood Intervention (ECI) and various other early childhood programs.
This role also involves acting as the primary contact with assigned staff from HHSC ECI, supervising the leadership team of the program, coordinating services with both local and external agencies, ensuring quality control, and developing training programs for staff.
The Director reports directly to the Executive Director.Key Responsibilities
Manage the execution of the ECI Program work plan, concentrating on essential areas such as: Referral and Pre-enrollment, Developmental Screenings, Eligibility and Evaluation, IFSP Development, Service Delivery, Transition, Child and Family Outcomes, the Family Cost Share System, and Public Outreach.
Accountable for programmatic reporting and oversight.
Act as the agency's representative in communications with HHSC ECI regarding any matters requiring attention.
Ensure effective coordination among our Service Divisions and with local organizations in delivering services to enrolled children and their families.
Assist in the monthly monitoring of expenditures and program income.
Ensure compliance with ECI program policies and procedures.
Oversee the completion of the Early Childhood Intervention renewal application.
Maintain communication in both written and verbal forms with state ECI personnel throughout the fiscal year.
Manage the accuracy and timely submission of program timesheets.
Perform additional duties as assigned.
Work Experience
Required
A minimum of 5 years of supervisory or managerial experience in an early childhood intervention program within a public or private setting.
Experience in compliance monitoring and reporting, including familiarity with relevant regulations and standards for early intervention programs.
Experience in budget management, including oversight of expenditures and program income.
Preferred
Experience with program evaluation methodologies and outcome measurement.
Experience in grant administration and compliance, particularly with government grants and funding sources.
Education/Certifications/Licensure
Required
Bachelor's degree in early childhood education, Special Education, Social Work, Child Development, or a closely related field.
Coursework or training in early intervention, developmental psychology, educational leadership, or program management.
Ability to plan, direct, and review the work of management.
Knowledge of organizational and management principles.
Willingness to travel within designated regions.
Preferred
A master's degree in early childhood education, Special Education, Social Work, Public Administration, or a related field.
Additional certifications related to early intervention, child development, or program management (e.g., Certified Early Intervention Specialist, Licensed Clinical Social Worker).
Skills
Required
Experience in managing and supervising staff, including conducting performance evaluations and facilitating professional development.
Exceptional verbal and written communication skills for engaging with staff, families, community partners, and government agencies.
Ability to build and maintain relationships with stakeholders, including community organizations, government agencies, and service providers.
Experience in budgeting, financial oversight, and managing program expenditures.
Preferred
Bilingual ability (English/Spanish).
Experience in leading large teams or multi-disciplinary groups.
Advanced understanding of specific early intervention methodologies or therapeutic approaches.
Ability to utilize data and research findings to inform decision-making and enhance program outcomes.
Physical Requirements
Upon receiving a preliminary offer of employment, a physical examination will be required before the offer can be finalized. Light to medium physical duties include standing, walking, fine dexterity, reaching, bending, hearing, talking, and vision. Must be able to lift thirty-five pounds. Non-physical demands include performing multiple tasks simultaneously and demonstrating the ability to meet various deadlines. Must be able to exercise appropriate judgment in decision-making and respond effectively in emergency situations. Flexibility in work schedules and collaboration with other employees is essential. Demonstrating leadership qualities with colleagues and clients is necessary.
