Job Summary

Assists the Director in coordinating the activities of the Department; Supervises the Development Services Supervisor, Environmental Planning Supervisor, and Building Official Supervisor: Coordinates the caseloads of the Planning Commission and the Board of Appeals; Performs other duties as assigned.

Key Responsibilities
  1. Assists the Director in managing the daily operations of the Department;
  2. Is responsible for ensuring staff meet public hearing and public notice requirements for Planning Commission and Board of Appeals; assists in the review staff reports: attends hearings and meetings, as appropriate;
  3. Provides supervisory staff support to the Planning Commission, Board of Appeals, Building Code Board of Appeals, Board of Electrical Examiners and Plumbing and Gas Board;
  4. Assists with the periodic training of all members of the Planning Commission and Board of Appeals:
  5. Supervises staff's review of development-related proposals for conformance with the Zoning Ordinance, Subdivision Regulations, Stormwater Management, Critical Area, Forest Conservation, and other land use regulations:
  6. Serves as Department's liaison to the Department of Economic Development;
  7. Participates in the preparation of general plans; amendments to existing plans and ordinances; reviews state and federal proposals for impact on the County;
  8. Enforces policies and procedures governing the administration of various county programs;
  9. Serves as a liaison between federal, state, and local governmental agencies whose policies, laws, regulations, and directives impact the Department;
  10. Contributes to the preparation of the Department's annual budget; provides guidance and recommendations to the Supervisors of the Development Services Division, Environmental Planning Division, and the Permits Division;
  11. Reviews non-residential building construction plans in conjunction with the review of the plans by the Fire Marshal Fire Protection Engineer;
  12. Administers the County's Forest Conservation Act Program;
  13. Administers the County's Transferable Development Rights (TOR) program and Maryland Agricultural Land Preservation Foundation (MALPF) Program;
  14. Serves as the Department's Custodian of Records; processes all Public Information Act (PIA) Requests; coordinates with the County Attorney's Office, as appropriate;
  15. Reviews, evaluates, and makes recommendations regarding areas of responsibility for staff;
  16. Analyzes and edits technical reports, correspondence, and contracts;
  17. Conducts annual personnel evaluations; establishes qualitative and quantitative benchmarks for direct reports; monitors continuing education of staff to facilitate professional development;
  18. Provides guidance to the County's Building Official in the interpretation and application of the County's Building Construction Codes: and
  19. Performs other duties as assigned.
Requirements
  1. Ability to gain advanced knowledge of St. Mary's County Government ordinances, policies, and procedures;
  2. Ability to act as a representative of St. Mary's County Government to the public;
  3. Advanced knowledge of the principles, practices, and procedures of Department operations and services and of administrative management, and the ability to interpret same to staff and the public;
  4. Extensive knowledge of governmental fiscal policies, procedures, and legal mandates including the budget process;
  5. Extensive knowledge of the laws, statutes, and ordinances of the State of Maryland and St. Mary's County;
  6. Ability to keep the Department Director and all relevant parties informed of all major issues and programs and to recommend changes as appropriate;
  7. Ability to supervise, plan, and coordinate the work of diverse staff in order to accomplish departmental goals and objectives;
  8. Ability to review, evaluate, and initiate appropriate action on technical and legal reports, contracts, and documents concerning departmental matters;
  9. Ability to establish and maintain effective working relationships with county officials, associates, subordinates, representatives from other agencies, and the general public;
  10. Ability to operate relevant computer systems, including hardware and software;
  11. Excellent communication and interpersonal skills;
  12. Ability to think strategically and encourage innovative solutions;
  13. Extensive skills to effectively develop and support staff to achieve excellence;
  14. Ability to demonstrate commitment to the highest level of customer service;
  15. Ability to engage with a diverse group of stakeholders.
Education and Experience
  1. Bachelor's degree in land use planning or related field; master's degree preferred;
  2. Seven years or more of professional experience in comprehensive and current land use planning and zoning with at least three years in a supervisory/managerial capacity;
  3. AICP preferred;
  4. Equivalent technical training, education, and / or experience.
