Key Responsibilities
  • Develop and implement departmental goals and objectives, with a focus on long-term strategic planning for utility services.
  • Direct and supervise administrative, operational, and planning activities related to electricity, sewage, storm water, and water utilities.
  • Develop and implement policies and procedures to ensure alignment with the City's priorities and regulatory requirements.
  • Ensure compliance with federal, state, and local laws, codes, and regulations affecting utility operations.
  • Manage the Division's budget, goals, objectives, and priorities while ensuring quality assurance.
  • Collaborate with other City departments and external agencies to achieve shared goals and objectives.
  • Provide technical and professional advice to the City Council, community groups, and regulatory agencies.
  • Develop and present technical and analytical reports and presentations.
Requirements
  • Bachelor's degree in engineering, biology, chemistry, or a related field.
  • Five years of increasingly responsible experience in utility operations management.
  • Valid California Class C driver's license.
  • Desirable certifications: Civil Engineer, T-4 Water Treatment Operator, D4 Distribution Operator, Grade IV Collection System Maintenance, Universal EPA Certificate, and Storm Water Quality certification.
Working Conditions

Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may be required to work outside of normal business hours, including evenings and weekends, and travel is rare.
