Position Overview

Agency Clarification

This position is filled under the Office of Personnel Management's Direct-Hire Authority, open to all U.S. Citizens and Nationals. Veterans' Preference does not apply, but qualified veterans will receive full consideration.

Key Responsibilities

- Conducts geotechnical evaluations for the design of earth and rockfill dams. Develops recommendations supporting various civil engineering projects, including building foundations and hydraulic conveyance systems. Utilizes specialized software for assigned geotechnical tasks. Manages the planning, execution, and completion of geotechnical design projects. Prepares specifications and drawings addressing geotechnical components. Oversees field exploration and laboratory investigations.

- Demonstrates comprehensive knowledge of geotechnical analyses for diverse challenges related to the design, construction, and rehabilitation of embankment dams and associated structures. Collects and documents essential technical data for risk assessments regarding potential failure modes of embankment dams.

- Acts as team leader for designated projects, responsible for creating schedules and budgets. Directs the efforts of engineers and technicians, ensuring effective coordination of project activities.

- Prepares detailed reports on design work for project planning and construction. Develops technical memoranda to support decisions related to geotechnical work. Presents findings from risk analyses and design evaluations.

Qualifications

Employment Conditions

Must be a U.S. Citizen or National.

Must be suitable for Federal employment, verified through a background investigation.

Must submit a resume and supporting documentation.

Must meet minimum education and experience requirements.

Must provide a current valid Professional Engineering (P.E.) license.

Educational Requirements

To qualify for the Civil Engineer position, candidates must fulfill both the Basic Qualification Requirement and Additional Requirements. A bachelor's degree in engineering from an ABET-accredited program is necessary, or a combination of education and experience demonstrating a thorough understanding of engineering principles.

Specialized Experience

One year of specialized experience equivalent to the GS-11 level, focusing on geotechnical engineering analysis and design for embankment structures.

Additional Information

This position may allow for telework with supervisory approval. Candidates may be eligible for recruitment or relocation incentives based on qualifications.
