Job Summary:

Under general direction, the Technology Unit Manager will manage, plan, and coordinate the activities of the assigned IT business unit. The ideal candidate will research and analyze trends in technology, provide solutions to address technology and business needs, and manage staff and financial resources.

Key Responsibilities:
  • Enforce and monitor compliance with IT policies and procedures.
  • Prepare and monitor budget for the assigned IT business unit.
  • Interface with county department customers and determine solutions meeting best practices standards.
  • Participate in budgeting, departmental policy development/maintenance, and quality improvement activities for the organization.
  • Assist senior management in developing strategic goals, standards, protocols, and procedures.
  • Participate in the evaluation of new software, hardware, and systems.
  • Prepare requests for proposals (RFP) and review submitted proposals.
  • Supervise assigned staff and manage multiple concurrent work assignments.
  • Direct the work of and manage staff of assigned unit.
  • Participate in interviewing and the selection of new employees.
  • Provide training and instruction and evaluate ongoing training needs.
  • Assign tasks, review work, and prepare employee performance evaluations.
  • Provide input regarding employee transfers, promotions, and disciplinary actions.
  • Serve as the point of contact and subject matter expert for IT system related projects with internal customers and outside vendors, including the coordination of contracted IT consultants.
  • Perform other job-related duties as assigned.
Requirements:
  • Education: Bachelor's Degree in Information Systems or closely related field.
  • Experience: A minimum of five (5) years of experience in IT management, staff development, organizational budgeting, personnel management, and/or related field(s).
  • Additional Requirements: Must possess a valid Arizona driver's license.
Preferred Skills and Abilities:
  • Knowledge of: Strategic planning, software development methodologies, computer operations management, project management, principles of supervision and employee development, current IT technologies, cybersecurity, technology and practices as they relate to large complex data, voice, and multimedia networks, distributed servers and cloud technologies, multi-vendor equipment and software environments, system/software design, analysis, integration, and implementation, business English, spelling, grammar, punctuation, and composition, clerical office practices and procedures, research techniques and report writing, current Microsoft Office software, filing and recordkeeping.
  • Skill in: Performing and developing business studies, project documents and other required documentation, effective management techniques, preparing and managing a budget, preparing and analyzing data, reviewing staff performance and preparing documentation, customer service and problem resolution, preparing and presenting information to staff and both small to large audiences, communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees, organization and adherence to detail.
  • Ability to: Collaborate with other Information Technology Services staff to ensure that assigned tasks are completed accurately, in a timely manner, provide exceptional customer service, demonstrating tact and diplomacy, communicate effectively in person, telephonically, and in writing, prioritize work, meet deadlines, motivate and coach junior staff, manage conflict resolution, maintain professional and technical knowledge through training, publications, or conferences, develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public, keep management informed of key operating issues affecting the department, remain current in knowledge required to perform assigned duties, handle confidential matters and maintain discretion always, work professionally and effectively with co-workers, clients, victims of crime, witnesses, and the general public, act with courtesy, tact, and diplomacy.
Physical Requirements:

The ideal candidate will be able to sit or stand for extended periods of time, bend, stoop, kneel, crawl under desks, and walk on uneven ground. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effectively in person and telephonically. Standing and walking between work areas is frequently required. Capable of frequent repetitive movement of arms, fingers, and wrists. Capable of occasionally lifting up to 40 pounds.
