Job Summary:

This is a long-term contract position that operates under an employment-at-will framework. The Senior Java EE Application Engineer is tasked with architecting and configuring functionalities for Java Enterprise Edition (Java EE or J2EE) applications, which encompass both web and mobile platforms utilized by the Washington Suburban Sanitary Commission to facilitate daily operations.

Key Responsibilities:
  1. Design, develop, and maintain J2EE applications.
  2. Migrate legacy systems to the J2EE architecture.
  3. Create user-friendly web client interfaces.
  4. Provide ongoing support for existing J2EE and non-J2EE applications.
  5. Conduct analysis, design, coding, testing, debugging, documentation, and maintenance of applications and enhancements.
  6. Implement and adhere to standard Software Development Life Cycle (SDLC) methodologies to ensure timely and budget-conscious project delivery.
  7. Establish and follow team project standards for development, ensuring efficiency and quality.
  8. Prepare comprehensive software specifications and testing protocols.
  9. Conduct quality assurance evaluations.
  10. Offer time and cost estimates at both program and system levels.
  11. Assess and adjust various Commercial Off-The-Shelf (COTS) products to optimize their configuration for the organization's environment.
  12. Maintain up-to-date technical documentation reflecting the latest enhancements or releases.
  13. Assist in reviewing the current technical architecture, including design patterns and development methodologies.

Additional Duties:
  1. Support the definition and fulfillment of business requirements.
  2. Lead small-scale projects.
  3. Collaborate with various business and IT teams to address their configuration and development needs.
  4. Mentor junior programmers.
  5. Work with legacy systems and facilitate system migrations.
  6. Provide effective reporting on application development progress.
  7. Perform other related tasks as necessary.

Required Skills and Qualifications:
  1. Proficient web design capabilities.
  2. Excellent communication skills for documentation and troubleshooting.
  3. Strong analytical and organizational abilities.
  4. Capability to manage multiple tasks simultaneously.
  5. Experience with COTS product configuration and administration.
  6. Familiarity with Java Persistence API or ORM (Hibernate).
  7. Knowledge of application servers such as WebSphere, WebLogic, JBOSS, or Tomcat.
  8. Understanding of the Spring Framework.
  9. Experience with integrated development environments (IDEs) like Rational Application Developer, Eclipse, or IntelliJ.
  10. Proficient in Java Server Faces (JSF), HTML5, Bootstrap, CSS, and frameworks like Angular or React.

Education and Experience:

Bachelor's degree with 6+ years of experience in application and web systems development, specifically in Java EE or J2EE, SQL database servers, and web client development, including 2+ years with SOAP or REST frameworks. Alternatively, a High School diploma with 10+ years of relevant experience is acceptable.

Additional Requirements:

Availability for 24-hour on-call duty and willingness to work irregular hours may be required.

Preferred Qualifications:

Experience with Apache Tomcat, certifications in Java or J2EE, mobile application development, and familiarity with e-commerce applications or applications supporting water utility operations.
