Position Overview: Under general supervision, this role supports project engineers, foremen, and superintendents in a range of engineering, construction, and maintenance initiatives, ensuring that the Philadelphia Housing Authority (PHA) maximizes its investment in quality, durability, efficiency, accessibility, and value.
Key Responsibilities:
- Manage material inventories, oversee material procurement, analyze service orders, schedule tasks, and handle time entry.
- Provide technical support for various engineering, construction, and maintenance challenges.
- Assist with Capital Needs Assessments, including maintenance strategies, site evaluations, funding timelines, and design assessments.
- Purchase specialized construction materials and services efficiently and in compliance with relevant regulations.
- Review procurement contracts and manage invoice processing.
- Support project management efforts by identifying technical issues and proposing solutions; track service orders and recommend purchasing options.
- Coordinate inspections and generate service orders for preventive maintenance.
- Verify that project activities adhere to specifications and standards during site inspections.
- Maintain project documentation and prepare reports on project progress; develop specialized technical estimates for engineering tasks.
- Stay informed about trends and innovations in quality assurance and control.
- Uphold confidentiality regarding work-related matters and PHA information.
Qualifications:
- Bachelor's degree in engineering, architecture, or a related discipline.
Required Knowledge:
- Government project management principles and practices.
- Procurement record-keeping methods and standards.
- Engineering methodologies for project planning and documentation.
- Environmentally sustainable engineering practices.
- Design, construction, and maintenance principles for public works.
- Work site safety evaluation techniques.
Required Skills:
- Understanding and application of federal and state regulations, as well as PHA policies.
- Reviewing contracts for compliance with regulations.
- Interpreting blueprints and technical schematics, along with data analysis.
- Effective communication with diverse individuals and groups.
- Proficient use of standard and specialized engineering software.
Licensure:
- A valid driver's license from the Commonwealth of Pennsylvania may be necessary.
Work Environment:
- This position involves both office and fieldwork.
