Reports to: Director and Assistant Director of YCPC

Job Summary: We are seeking a highly skilled and experienced Chief of Transportation Planning to lead our transportation planning team. The successful candidate will be responsible for the administration of all activities in the transportation component, including the formulation of policies and procedures necessary for implementing transportation planning projects.

Key Responsibilities:

  • Coordinating activities with other commission divisions, including the municipal planning division, to review land development and subdivision plans relative to access, safety, and congestion.
  • Developing and executing the tasks contracted to York Area Metropolitan Planning Organization (YAMPO) through the Unified Planning Work Program (UPWP).
  • Representing York County Planning Commission and YAMPO to various community stakeholders, including municipal staff, elected and appointed officials, business and non-profit leaders, and York county residents.
  • Facilitating billing and reporting of all transportation-related tasks in the UPWP, as well as consulting and engineering firms.
  • Reviewing state and federal transportation law and regulations.
  • Managing division staff and coordinating inter-departmental planning efforts with the Planning Commission.

Requirements:

  • Bachelor's degree in planning or equivalent.
  • 3+ years' experience in transportation and/or community planning.
  • 2+ years' experience with an MPO (Metropolitan Planning Organization).
  • 2+ years project management/team experience.
  • Excellent organization, verbal, and written communication skills required, along with proficiency in Microsoft 365.
  • Ability to travel to attend training and meetings.
  • Ability to prepare presentations and facilitate public meetings.
  • Ability to work professionally with staff, the public, and other outside agencies.
  • Must submit to a County background check.

Preferred Qualifications:

  • Master's degree in planning or equivalent.
  • 2+ years of supervisory or management experience.
  • 2+ years' experience in GIS.
  • Knowledge of MPC planning requirements.
  • AICP Certification.

Work Environment:

While performing this position, the noise level may be minimal to moderate, and the temperature may vary. Physical tasks may include walking, bending, lifting, going up and down stairs, utilizing technology equipment such as desktop computers, laptop computers, telephone, printers/copiers, etc. Possible offsite workshop/training events and meetings. Remote work and flexible start time may be available. Frequent telephone and videoconferencing. Possible field visits and site reviews.

Essential Physical and Mental Job Requirements:

Ability to read, speak, hear, and write in English and perform basic mathematical computations including addition, subtraction, multiplication, and division.

Proficient with Microsoft 365 including Word, Excel, and Outlook. Ability to utilize email and internet for business needs.

Ability to apply common sense understanding to carry out instructions. Ability to define problems, collect data, establish facts, and draw valid conclusions.
