We are seeking a Financial Operations Manager to become part of our dedicated team.

Key Responsibilities:

Under general oversight, the Financial Operations Manager is tasked with orchestrating and overseeing accounting functions as directed by the Controller. This role is pivotal in ensuring the precision of the organization’s financial documentation while adhering to reporting timelines and managing essential daily operations. The manager collaborates to establish and enhance internal controls and procedures for transaction preparation that align with industry benchmarks—such as generally accepted accounting principles (GAAP) and Financial Accounting Standards Board (FASB). The position involves a moderate level of complexity and requires a significant degree of independent judgment. Responsibilities include Accounts Payable, Accounts Receivable, and Payroll management.

Essential Duties:

  • Develop and Oversee Financial Systems: The Financial Operations Manager designs, monitors, and assesses financial systems within the organization. They gather, scrutinize, validate, and report financial data to illustrate the financial performance of the Health Plan, enabling informed financial decision-making.
  • Achieve Financial Goals: The manager recommends forecasting needs, aids in annual budgeting, and projects expenditures to prepare regular statements and comply with financial regulations. They analyze discrepancies in the general ledger and propose corrective measures for management’s consideration to meet annual financial objectives.
  • Drive Operational Success: The manager formulates action plans, audits processes, and suggests enhancements for efficiency. They lead the accounting team to deliver accurate, timely data and insights.
  • Monitor Financial Health: The Financial Operations Manager safeguards the organization’s financial integrity by tracking income and expenditures, consolidating and interpreting financial data, preparing specialized reports, maintaining internal controls, and communicating activities to stakeholders.
  • Supervise Accounting Personnel: This role includes recruiting, hiring, and overseeing accounting staff. The manager conducts performance assessments, coordinates training initiatives, and identifies development needs.
  • Implement Financial Calendar: The manager establishes and maintains a monthly and year-end financial calendar to ensure accurate and timely financial closing.
  • Maintain Internal Controls: They implement and uphold internal controls, along with accounting policies and procedures for designated responsibilities.
  • Assist with External Audits: The manager supports the Controller in managing relationships and processes related to external audits.
  • Promote Organizational Values: They foster an environment that aligns with the organization's strategy, vision, mission, and values.

  • Comprehensive understanding of finance, accounting, budgeting, auditing, and cost control principles, including accrual-based accounting and organizational auditing.
  • Extensive knowledge of automated financial and accounting reporting systems.
  • Financial insight: Ability to interpret and apply key financial indicators for improved business decisions.
  • Exceptional analytical skills, including the capacity to evaluate financial data and trends, and prepare financial reports and forecasts.

Education and Experience:

Required:

  • Bachelor's degree in finance or a related field; and
  • A minimum of five years of progressively responsible accounting experience; and
  • Four years of supervisory experience in accounting; or
  • An equivalent combination of education and experience.

Preferred:

  • Master's Degree.
  • Experience in healthcare or managed care settings.

Licenses and Certifications:

Required:

  • Valid California driver’s license and reliable transportation, or the ability to obtain transportation on demand if unable to secure a driver’s license due to a medically documented disability.

Preferred:

  • CPA or CMA certification.
