Job Summary

We are seeking a highly skilled and experienced Senior Director of Operations and Planning to join our team at the American Public Transit Association. This is a key leadership role that will oversee the development and implementation of strategic plans for our transit operations and planning departments.

Key Responsibilities
  • Develop and implement strategic plans for transit operations and planning departments
  • Direct and coordinate activities of transit operations, planning, maintenance, marketing, and IT departments
  • Design and implement short- and long-term planning and operational goals, objectives, and service mandates
  • Develop and administer departmental policies, procedures, and services
  • Manage and direct development, implementation, and evaluation of department operational policies, processes, and procedures
  • Oversee continual process and operations improvements, quality control, and resource utilization
  • Prepare and manage the department's annual budget and forecast additional funds needed for staffing, equipment, materials, and supplies
  • Select, train, motivate, supervise, and direct department personnel
  • Contribute to the overall quality of the assigned areas of responsibility by developing, reviewing, updating, and implementing policies and procedures
  • Collaborate with law enforcement and contracted security personnel to provide essential security to operators and customers
Requirements
  • Knowledge of administrative principles and practices, including goal setting, program development, implementation, and evaluation, and supervision of staff
  • Principles and practices of employee supervision, including work planning, assignment, review techniques, and evaluation
  • Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs
  • Methods of performance management and developing metrics to measure success in reaching system productivity, efficiency, and effectiveness goals
  • Public transit and other transportation operations; policy and administration
  • Contract negotiation and administration; principles of report writing and proposal development
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to Transit Operations
Preferred Qualifications
  • Master's degree in Business Administration, Public Administration, or a related field
  • 5+ years of experience in transit operations and planning, with a focus on leadership and management
  • Proven track record of developing and implementing strategic plans and policies
  • Excellent communication and interpersonal skills
  • Ability to work in a fast-paced environment and prioritize multiple tasks and projects
