Job Summary

The primary purpose of this position is to represent Baylor Scott White Health's Facilities Planning, Design and Construction department while providing project management expertise in the management of one or more assigned projects. Under minimal direction, independently manages complex major capital facility projects. Possesses an extensive knowledge of construction processes, product application and building/infrastructure component assembly. Demonstrates broad project management skills in the management of integration/coordination of project elements, delegation of activities in the management of stakeholders, scope management, time management, cost management, quality assurance, managing changes priorities and communication management in the generation, collection, dissemination, storage and ultimate disposition of project information. Assures compliance with, and adheres to, current institutional and industry standards.

Key Responsibilities
  • Functions as a leader in maintaining effective strategic relationships with system, facility and project stakeholders.
  • Coordinates all consultants involved in the planning, design, and construction process by assigning tasks and providing guidance for specific functions.
  • Manages the key project aspects of scope, budget, schedule, and project contract compliance.
  • Ensures that projects are successfully completed on schedule, within the approved budget, and in accordance with applicable quality standards and design guidelines.
  • Guides and manages the project team (customers, general contractor/construction manager; consultants; facilities, planning, design & construction internal resources and facilities management division groups) to yield productive actions through conflict management and use of good written and verbal communication to ensure a successful project completion.
  • Manages contractual compliance and relationships for the assigned projects. Defines and implements contractual and financial strategies to ensure the work aligns with the applicable Baylor Scott White Health Master Service Agreement.
  • Develops and manages project documentation, record keeping, financial and activity status reports that are accurate, up-to-date, clear and complete in support of the decision-making, issue-solving and informing processes of a project.
  • Monitors and facilitates resolution of construction contract disputes and claims.
  • Coordinates with facility occupants and assists the move-in to new facilities.
  • May prepare or participate in the presentation of project reports and status to executive leadership.
  • Reviews and analyzes change order requests for merit and cost reasonableness.
  • Conducts pre-construction meetings, reviews bids, and recommends award of contract.
  • Ensures safety risk assessment, environmental health, and infection control policies (HMC), as applicable, are adhered to by design professionals and construction contractors.
  • Introduces new ideas and methods to manage projects more efficiently.
  • Receives pay requests from professional consultants and contractors and approves for payment.
  • Tracks project budget, status, and key issues using the department project management software tools.
Requirements
  • Must be able to manage one's own time and the time of others.
  • General knowledge of construction principles and process. Good understanding of the technical aspects of all building systems.
  • Ability to plan, schedule, or coordinate construction project activities to meet deadlines.
  • Must be able to prepare and submit budget estimates, progress reports, or cost tracking reports.
  • General knowledge of negotiated bids, hard bids, and GMP processes.
  • Study job specifications to determine appropriate construction methods.
  • Prepare contracts or negotiate revisions to contractual agreements with architects, consultants.
  • Must be able to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Ability to understand the implications of new information for both current and future problem-solving and decision-making.
  • Must be able to consider the relative costs and benefits of potential actions to choose the most appropriate one.
  • Bring new and innovative ideas to the department leadership.
  • Must be able to communicate thoughts clearly; both verbally and in writing.
  • Ability to understand numbers, fractions, and basic math functions regarding construction (measurements and takeoffs), as well as the ability to communicate efficiently.
  • Able to provide consistently excellent customer service with empathy, patience, and confidence.
  • Ability to build consensus and to direct teams to positive outcomes for the project.
  • Ability to question design and assumptions and present ideas to team on the project while building trust internally and externally.
