Position Overview:

This role is a Direct Hire Authority (DHA) opportunity, utilizing the DHA for Certain Personnel of the DoD Workforce.


About the Role:

This position is interdisciplinary and can be filled under various occupational series, depending on the qualifications of the applicant and the agency's requirements. The roles include General Engineer (0801), Architect (0808), Civil Engineer (0810), Mechanical Engineer (0830), Electrical Engineer (0850).


Key Responsibilities:
  • Implement the government Quality Assurance (QA) Program, facilitate QA/QC Coordination meetings, and review quality control plans, procedures, and contractor performance assessments through regular field surveillance and documentation.
  • Assist in the development of Project Management Plans (PMP) and manage changes to the PMP baseline scope, schedule, and budget.
  • Ensure timely and cost-effective project delivery through proper contract administration in line with contract requirements and Resident Office policies.
  • Identify the need for contract modifications and propose substitutions of materials as necessary.
  • Review and evaluate proposals from contractors and installation personnel for changes to contract plans and specifications, preparing findings of fact for potential contract modifications.
  • Monitor available funds on contracts and contract line items, providing guidance to project personnel.
  • Prepare data and reports to communicate progress status to other Resident and District Office elements, as well as to customers' organizations.

To qualify, candidates must meet the education and experience requirements outlined below. Experience includes both paid and unpaid work, including volunteer service through National Service programs and other organizations.


Basic Requirements for Engineers:

A Bachelor's degree (or higher) in engineering is required. The program must lead to a degree from an accredited engineering school or include essential coursework in engineering sciences.


Basic Requirements for Architects:

A Bachelor's degree (or higher) in architecture or a related field is required, including specified coursework in architectural design and construction.


Specialized Experience:

For GS-11: One year of specialized experience, including preparing and reviewing data and reports, investigating construction issues, performing field inspections, and assessing contractor performance.

For GS-12: One year of specialized experience, including preparing contractor submittals, conducting field inspections, recommending changes to designs, and participating in contract negotiations.


Additional Information:

Applicants must provide proof of U.S. Citizenship and may be required to complete a trial/probationary period. Direct Deposit of Pay is mandatory. This position may involve submitting a Public Financial Disclosure Report upon entry and annually thereafter.
