Job Overview

The Chief Equalization Officer is responsible for overseeing the appraisal and management of real estate assets within the jurisdiction for taxation purposes.

Supervision Structure

This position operates under the general oversight of the County Commission and the South Dakota Department of Revenue.

Team Leadership

The role involves both general and direct supervision of professional, technical, and support personnel.

Key Responsibilities:

  • Execute the statutory responsibilities of the Chief Equalization Officer in accordance with relevant state laws and administrative regulations.
  • Oversee the development and accuracy of the assessment roll.
  • Represent the office during the annual appeals process before various boards.
  • Lead the collection and analysis of data related to real estate market trends.
  • Conduct comprehensive appraisals of various property types, ensuring accurate classification and quality assessment.
  • Engage with businesses and individuals to obtain necessary information for tax assessments.
  • Establish and maintain organized files for property records.
  • Utilize assessment methodologies to calculate property values based on thorough research.
  • Inform taxpayers about the appraisal methodologies employed.
  • Formulate policies to ensure compliance with applicable laws.
  • Advise the County Commission and Equalization Board as needed.
  • Delegate tasks to appropriate staff members.
  • Maintain precise records of departmental activities for public access and reporting.
  • Ensure the integrity and currency of Equalization data within the County's Geographic Information System (GIS).

Budget Management:

  • Prepare and manage the annual budget for the Equalization Department, ensuring adherence to the approved financial plan.
  • Provide necessary financial reports to the County Commission.
  • Participate in training and professional development opportunities.
  • Support educational initiatives as required.
  • Foster positive relationships with the public and other stakeholders.
  • Act as a liaison between the County and external organizations.
  • Supervise and evaluate staff performance, providing guidance and support.
  • Perform additional duties as assigned to ensure effective departmental operations.

Qualifications:

Essential Knowledge, Skills, and Abilities:

  • In-depth understanding of property taxation principles.
  • Extensive knowledge of mass appraisal techniques and property assessment procedures.
  • Familiarity with state regulations governing property tax assessment.
  • Proficient in land measurement and property description methodologies.
  • Strong analytical and mathematical skills.
  • Competence in using various software applications, including Microsoft Office and property assessment programs.
  • General awareness of county government operations and relevant statutes.
  • Adept at researching data sources related to Equalization.
  • Ability to solve complex problems effectively.
  • Skilled in preparing clear and accurate reports.
  • Effective communication skills, both verbal and written.
  • Capability to follow instructions accurately.
  • Proven ability to build and maintain professional relationships.
  • Demonstrated organizational capabilities.
  • Experience in training and mentoring staff.
  • Possession of a valid driver's license.

Education:

  • Bachelor's degree in a relevant field such as Business Administration or Public Policy is preferred.
  • Certification from the South Dakota Department of Revenue is required.

Experience:

  • Experience in property appraisal, ideally with a minimum of one year in a supervisory role.
  • Preferred experience with Geographic Information Systems (GIS) and related software.
  • Any equivalent combination of education and experience may be considered.
