General Overview
Become a part of our team as a Senior Utilities Engineer (Planning)
The Senior Utilities Engineer (Planning) role entails overseeing and directing significant projects related to the expansion of utility systems. This position may involve conducting intricate and specialized engineering evaluations and studies essential for utility system planning, operation, maintenance, or compliance with regulations. Responsibilities include managing, coordinating, and reviewing the work of subordinate technical staff and consulting engineers engaged in utility system assessments, program planning, facility design, and construction oversight.
Key Responsibilities
Under the general direction of Utilities management, the Senior Engineer is tasked with spearheading the master planning of the Utilities' Capital Improvement Plan (CIP) program. This includes leveraging asset management data, hydraulic modeling tools, and collaboration with other departments to pinpoint necessary projects. The role requires the ability to analyze, develop conceptual designs for CIP scope, and provide preliminary cost estimates. Proficiency in hydraulic modeling software is essential to effectively evaluate needs for proposed new developments. Additionally, the Senior Engineer will lead a team of planning engineers and coordinate with state regulatory agencies and county departments as needed for utility projects. The position also involves evaluating new equipment, materials, and repair methods for other Utilities Departments, assisting the public and community groups as required, and conducting project public hearings as necessary.
Knowledge, Skills, and Abilities
- Strong understanding of civil/environmental engineering principles and practices.
- Familiarity with current trends, accepted practices, and regulatory frameworks in public utilities engineering.
- Ability to oversee and direct the work of consultants, engineers, contractors, technicians, and administrative staff.
- Capability to conduct technical reviews of a diverse range of utility engineering projects and associated documentation.
- Proficient in delivering clear and concise reports, both verbally and in writing.
- Ability to interpret complex engineering reports, regulatory permits, construction plans, specifications, and contracts.
- Skilled in engaging with the public and regulatory authorities, delivering presentations, and addressing concerns.
Physical Skills: Effective communication abilities in verbal, written, and visual formats.
Education, Training, and Experience: A Bachelor's Degree in Civil, Chemical, Electrical, Mechanical, or Environmental Engineering from an accredited institution. A minimum of five (5) years of experience in planning or hydraulic analysis, plant engineering, or in an operational plant environment supporting production, operations, and maintenance activities, including three (3) years of engineering experience as a Professional Engineer is required. Proficiency in hydraulic modeling software is essential.
Licenses, Certifications, or Registrations: A valid Florida driver's license is required. Registration as a Professional Engineer in the State of Florida is mandatory.
