We are seeking a highly motivated and experienced Mechanical Engineer to join our team at BB&E, Inc. as a Sustainability Expert. The successful candidate will be responsible for providing technical support and facilities planning in support of the Sustainability program at the Air Force Civil Engineer Center (AFCEC).
Key Responsibilities:
- Provide technical support and facilities planning in support of the Sustainability program.
- Develop and maintain technical specifications, design and construction documents, and operating instructions.
- Apply building codes and DoD criteria governing sustainable design and construction.
- Collaborate with other DAF SMEs to research, consolidate, track, and respond to comments received from other organizations.
- Participate in comment resolution meetings and provide technical assistance to the Government in adjudicating and resolving technical comments/findings.
- Study commercially available and emerging technologies as alternate solutions to conventional sustainability and engineering facility design and construction practices.
- Assist in preparation and delivery of presentations at training programs, mentoring sessions, and courses in the Sustainability design and construction subject area of expertise.
- Document program files, organize files, and provide administrative support, such as updating and maintaining technical support resources in CE DASH.
- Perform Project Sustainability Reviews and Compliance Data Management.
- Conduct AFCEC/CF sustainability compliance project reviews and maintain compliance data.
- Provide AFCEC/CF Federal Sustainability Reporting Support.
- Manage list and associated data of active AFCEC executed and managed projects.
- Support Annual Real Property Reporting and Annual Energy Performance, Resilience, and Readiness (AEPRR) Reporting.
- Update the AF Sustainability Scoresheet and data management system as UFC 1-200-02, Federal, DoD, or DAF reporting requirements change.
- Perform third-party certification and maintain project certification status in data management system.
- Perform other sustainability support, including but not limited to the following: AE Net Zero; Sustainability pilot projects; EO implementation (e.g. EO 14057); review of draft laws, executive orders, policy, implementation guidance, and third-party certification systems documents; OSD, SAF, and HAF sustainability issues/questions/testimony; energy project evaluations; and requests for sustainability briefings.
Requirements:
- U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required.
- Knowledge of governing laws, EOs, and policies, including Energy Policy Act of 2005, Energy Independence and Security Act of 2007, Energy Act of 2020, 10 Code of Federal Regulations 433, 435, and 436, EO 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability, Council on Environmental Quality (CEQ), Guiding Principles for Sustainable Federal Buildings, CEQ, Implementing Instructions for EO 14057, CEQ, The Federal Building Performance Standard, DoD Sustainable Buildings Policy memo, DoD Electrification of Standard Building Operations memo, DoD Resilient and Healthy Defense Communities memo, DoDI 4170.11, Installation Energy Management, UFC 1-200-02, High Performance and Sustainable Building Requirements, and DAF Electrification of Installations, Standard Building Operations, Flightlines, and Non-Tactical Vehicles (NTV) memo.
- Demonstrated technical expertise for sustainability reviews, federal sustainability reporting, annual real property reporting support, Annual Energy Management and Resilience Report (AEMRR) support, and third-party certification support.
- Strong Communication Skills, including excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
- Proficiency using MS Office software, including Excel, Word, and PowerPoint.
- Highly motivated, with the ability to manage multiple tasks and deadlines autonomously.
- Minimum of 10 years' experience overseeing development of documents in support of the Sustainability Program, development of technical specifications, design and construction documents, and operating instructions, application of building codes and DoD criteria governing sustainable design and construction, and education in an accredited Associates degree or higher in Mechanical Engineering related field.
Physical Requirements:
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time.
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms.
- Capable of lifting up to 10 lbs.
- Ability to see details of objects that are less than a few feet away.
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone.
