About the Role

We are seeking a highly experienced Senior Project Manager to lead our water and wastewater infrastructure projects. As a key member of our team, you will be responsible for developing, implementing, and managing capital improvement projects related to water facilities and wastewater upgrades.

Key Responsibilities
  • Develop and manage project plans, budgets, and schedules for large and small capital projects.
  • Lead and manage multi-faceted teams, including engineers, contractors, and consultants.
  • Ensure compliance with engineering guidelines, procurement policies, and corporate Technical and Environmental Health and Safety/Security standards.
  • Manage project expenditures, prioritize projects based on available funding and risk assessment, and coordinate with the master planning department to ensure focus on medium and long-term system needs.
  • Assist with developing analysis and reports for regulators, internal or external customers, and support rate case filings.
  • Drive efficiency into project delivery through monitoring of delivery metrics and utilization of alternate procurement and delivery methods.
  • Manage environmental and governmental permitting in coordination with local business unit staff.
  • Support the oversight of construction management personnel to ensure timely completion of assignments, budget compliance, and adherence to applicable standards.
  • Participate in master planning efforts of existing systems and new acquisitions, prepare short-term and long-term capital improvement plans, and prepare valuations of systems based on due diligence site visits and condition assessments.
  • Provide technical expertise on engineering and operational issues and support facility condition assessments for our water/wastewater operations.
  • Ability to work transversally with corporate and local business units.
  • Manage projects for infrastructure improvements, including below ground structures and dams.
  • Manage, design, and administer infrastructure renewal programs, including distributing piping, districting operations, and facilities.
  • Manage the inspection services of single services, main extension, main replacement, and plant improvement projects.
  • Manage, direct, and complete activities associated with new business and customer service, including demolition requests, residential services, and developer extensions.
  • Ensure all engineering projects, new business, initiatives, and processes are in conformance with the organization's established policies and objectives.
  • Manage all special projects, including but not limited to source of supply integrity, NJDOT, NJTA, County, and local non-company project coordination.
  • Prepare and manage all aspects of project initiation and closeout, including the preparation of all funding projects, work orders, project justifications, budget change requests, in servicing, retirements, and reporting for all division activities.
  • Manage project records for all facilities.
Requirements
  • Bachelor's Degree in Civil, Mechanical, or Environmental Engineering or related field, commensurate experience may be considered.
  • Minimum 10 years of experience managing design or construction projects and 5 years of experience managing water/wastewater projects, including upgrade projects for treatment plants, pumping stations, wastewater collection systems, and water transmission/distribution systems.
  • Experience leading and managing multi-faceted teams.
  • Strong project management skills (initiating, planning, executing, monitoring, controlling, and closing).
  • Thorough working knowledge of water and wastewater process applications.
  • Superior personal effectiveness skills, visible 'leadership by example' utilizing participative management involving employees and teamwork whenever possible.
  • Strong communication, presentation, and reporting skills.
  • Experience utilizing alternate project delivery methods (design-build, integrated project delivery) and contracting methods (guaranteed maximum price, reimbursable).
  • Computer skills (MS Office, Google Suite, Oracle PeopleSoft, Oracle Hyperion or other planning/performance/budgeting tools a plus).
  • Financial analysis skills, including Capex budget management, ongoing assessment of project risks/opportunities, and basic accounting knowledge.
  • Possess broad knowledge of multiple processes and/or engineering disciplines, augmented with good experience and seasoning, to address complex projects or challenges.
