This role entails overseeing and directing all facets of the NSMV Vessel Construction Management agreement with the USDOT Maritime Administration. The individual will be responsible for managing personnel involved in the NSMV project, including subcontractors and external partners. This position serves as a key liaison with the MARAD Contracting Officer, COR, NSMV Program Manager, and other U.S. government representatives associated with the NSMV initiative. The incumbent will provide comprehensive reports on all NSMV contract and subcontract activities, ensuring alignment with TOTE Services' strategic objectives.
Key Responsibilities:
- Engage regularly with management at the shipyard and various teams supporting NSMV construction, offering guidance on contractual and organizational protocols.
- Manage public relations related to the NSMV project to foster a robust industry network, enhance visibility, and cultivate a positive corporate image through effective communication strategies.
- Ensure alignment between TOTE Services' primary VCM contract and the commercial shipyard subcontract, as well as other partnerships related to the NSMV project.
- Guarantee compliance with all aspects of the VCM NSMV contract and shipyard subcontract in accordance with governmental requirements.
- Supervise the TOTE NSMV program team and the selected shipyard, ensuring all partners fulfill their responsibilities, particularly in engineering and IT for the NSMV.
- Oversee the construction of the Rock Installation Vessel at the designated shipyard.
- Ensure that subcontractors and partners adhere to their contractual obligations.
- Manage the development and submission of all VCM contract deliverables, ensuring thorough review and compliance before submission to MARAD.
- Monitor the implementation of the VCM Integrated Management Schedule (IMS) to ensure project execution aligns with established timelines.
- Review work plans and payment requests prior to submission to MARAD, including requests for contract modifications as necessary.
- Track expenditures to maintain contracts within fixed price limits.
- Ensure all formal plans reflect ongoing activities and outcomes, maintaining a direct link to contractual compliance.
- Represent TOTE Services at significant program events, addressing concerns and implementing necessary contractual adjustments.
- Ensure adherence to safety and security protocols throughout the project.
- Oversee analyses and tasks completed by team members to ensure milestones are met and deliverables meet quality standards.
- Support the company in achieving its strategic objectives.
- Assist in business development efforts related to new construction and vessel acquisition initiatives.
Preferred Qualifications:
- Bachelor's degree or equivalent experience in marine transportation, construction management, shipyard operations, naval architecture, or marine engineering; at least five years of senior program management experience in U.S. Government shipbuilding projects.
- Excellent verbal and written communication skills.
- Strong interpersonal abilities.
- Financial and budgeting expertise.
- Ability to set and achieve high performance standards.
- Experience managing government contracts is preferred.
Work Environment: The characteristics of the work environment described here are representative of those encountered while performing essential job functions. Duties may involve navigating vessels, which can include ladders and staircases. The noise level is typically moderate but may increase during vessel visits. Work may occasionally involve proximity to moving mechanical parts and exposure to wet or humid conditions. Adherence to safety protocols and the use of personal protective equipment is essential.
