ICF Program Director

Leadership and Supervision - Oversee the selection, orientation, training, monitoring, evaluation, and termination of Residential Support Leaders, Qualified Developmental Disabilities Professionals (QDDPs), Direct Support Professionals (DSPs), and Certified Medication Aids (CMAs). Direct and prioritize the work of staff in support of clerical and administrative needs of the program. Identify administrative needs and develop solutions or recommendations. Serve on the management team with the director to ensure programs run smoothly and work is completed in a timely manner. Act as a resource and mentor for QDDPs, Residential Support Leaders, and other staff. Conduct meetings to disseminate pertinent information. Facilitate communication and sharing of information throughout the community, as appropriate. Coordinate activities of various units to provide designated functions or services with minimum delay and optimum efficiency and accuracy. Review official directives and correspondence to ascertain data such as changes in Home of Hope programs, policies, and procedures, and new assignments or responsibilities delegated to those supervised. Review and approve new hire selections, promotions, and other employment actions.
Employee Relations - Member of the management team, assist in investigating and resolving employee relations issues/grievances and coordinate processes for responding to complaints. Serve as a designated EEO advisor, performing needs assessments, counseling, and resolving employee complaints/conflicts. Interpret and provide guidance on applicable state, federal, and Home of Hope policies and regulations and other guidelines. Respond to inquiries on behalf of the director related to services provided. Direct technical assistance. Provide guidance and direction on industry-related topics to employees and managers. Provide interpretation of applicable policy and regulation and determine when a proposed action varies from established policy, procedure, or precedent.
Fiscal Management - Develop and prepare annual operating budgets for assigned programs, ensuring compliance with Title XIX standards. Complete management reports; review and analyze budget reports; develop budget projections; and recommend/submit requests for budget modifications. Conduct cost/benefit analyses and evaluate programs, staffing, and equipment utilization as well as client budgets. Initiate cost reduction programs. Monitor budgets to ensure spending is maintained within parameters of operating budgets. Prepare reports on office activities required by federal, state, or funding agencies.
Records Management/General Administration - Ensure appropriate records management for homes. Formulate procedures for systematic retention, protection, retrieval, transfer, and disposal of client records. Review/modifies overall records management procedures. Establish uniform correspondence procedures and office policies in support of business activities of the department. Prepare, review, and edit internal and external correspondence to ensure it reflects the image, tone, mission, and professional standards of Home of Hope before it is sent out. Design new staff information, program forms, and publications as needed.
Technical Advisor - Assist and advise the director and Chief Executive Officer in legislative issues at the local, state, and national level. Assist the director and CEO in developing strategies and responses to federal and state mandates. Prepare and deliver status reports for the client services and program committee of the Home of Hope, Inc. Board of Directors. Maintain a working relationship with the client services and programs committee as well as provide regular and unscheduled updates relevant to the residential programs as needed or directed. Attend and participate in professional associations as directed by the director, CEO, or governing body.
Compliance Officer - Ensure each client's Individualized Plan (IP) is implemented, monitored, and maintained throughout the calendar year. Ensure the safety and protection of each client receiving ICF/IID services. Coordinate reviews and serve as a liaison to other departments as necessary. Supervise and maintain HIPAA compliance.
Placement Officer - Assist clients, guardians, and family members in selecting the appropriate placement in vocational and residential programs. Review frequently and meet with assigned QDDPs to ensure progress is made toward the fulfillment of individual goals and objectives.
