POSITION: Meter Maintenance Technical Lead

DIVISION: Operations

DEPARTMENT: Field Operations/Metering and Monitoring

BASIC PURPOSE:

Oversees and coordinates all activities related to the maintenance of water and wastewater metering systems while supervising maintenance staff.

SUPERVISION RECEIVED:

Operates under the general oversight of the Program Manager, Metro Meter Maintenance, with functional guidance from the Program Manager, Meter Data for specific tasks.

SUPERVISION EXERCISED:

Provides general oversight to a team comprising Senior Instrument Technicians, Instrument Technicians, and Junior Instrument Technicians.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Manages all facets of water and wastewater meter upkeep, including preventive, corrective, and reactive maintenance, as well as troubleshooting for existing and new installations.
  • Ensures a secure working environment for all maintenance personnel through regular audits, training sessions, and compliance with safety protocols.
  • Assists the Program Manager, Metro Meter Maintenance in conducting field audits and inspections of maintenance teams and participates in maintenance tasks as necessary.
  • Tracks and monitors employee attendance and time records.
  • Guides personnel and executes maintenance tasks efficiently to enhance operational time and reduce travel and downtime.
  • Utilizes MAXIMO for work order management and reporting, along with Microsoft Office applications such as Excel, Word, and Outlook.
  • Implements communication data loggers at both permanent and temporary metering locations in partnership with the meter data and inspectional services teams.
  • Employs Telog Enterprise Client and Telog Connection Client software to access and analyze water and wastewater meter data during installation and calibration.
  • Maintains a precise database for all testing and repair activities, performing data entry, analysis, and report generation.
  • Inspects equipment for defects and coordinates repairs, including preparing faulty equipment for vendor return and maintaining transaction records.
SECONDARY DUTIES:
  • Operates small crews on days with limited staffing, testing, troubleshooting, and repairing all electronic and mechanical equipment related to metering.
  • Supports management in budgetary, procurement, engineering, design, and personnel matters associated with water and wastewater metering systems.
  • Collaborates with the Program Manager - Meter Data to coordinate activities with both internal and external stakeholders.
  • Assists in managing the tracking and utilization of vehicles, equipment, and tools used by maintenance personnel.
  • Performs additional related duties as required.
MINIMUM QUALIFICATIONS:

Education and Experience:
  • A high school diploma or GED is required. An Associate's degree in an Environmental or technical field may substitute for two years of the required experience; or successful completion of an Authority-approved metering training program; and
  • At least seven (7) years of experience in maintaining a large water or wastewater metering system, including a minimum of three (3) years in a supervisory role. Completion of MWRA Supervisory Training can be substituted for the supervisory requirement; or
  • Any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
  • Understanding of operational theory, maintenance practices, and equipment necessary for managing a water/wastewater metering system.
  • Familiarity with the MAXIMO system.
  • Proficiency in Microsoft Office programs including Word, Excel, and Outlook.
  • Ability to effectively supervise and coordinate meter maintenance crew activities to enhance operational efficiency.
SPECIAL REQUIREMENTS:

Grade 1 Collection Systems Operator Certification or Grade 1 Water Distribution System license is required, with Grade 4 preferred.

Must enroll in an approved electronic technician or instrumentation training program and successfully complete it within 18 months.

A valid Massachusetts Class D Motor Vehicle Operator's License is required.

Must complete the MWRA confined space entry program within six (6) months of appointment.

ISA Control Systems Technician Certification is preferred.

TOOLS AND EQUIPMENT USED:

Electronic testing equipment, PLCs, climbing and fall retrieval gear, personal computer with relevant software, hand tools, mobile radio, copy and fax machines.
