Offshore Energy Research Engineer

Position Overview
This role is situated within the U.S. Department of the Interior, specifically in the Bureau of Safety and Environmental Enforcement (BSEE), within the Office of Offshore Regulatory Programs (OORP), Emerging Technologies Branch (ETB), Research Support Section (RSS). The position may be based in various BSEE office locations.
Key Responsibilities
At the full performance level (GS-11), the primary responsibilities of this role encompass, but are not limited to:
- Collaborating under the guidance of a technical lead or RSS Chief to advance offshore energy research initiatives and conduct peer evaluations.
- Acting as a contracting officer representative I or II, facilitating the research process, coordinating with stakeholders throughout the project lifecycle, developing project timelines with critical milestones, and regularly reporting outcomes as agreed with leadership.
- Crafting and executing specialized technical studies under the Technology Assessment Program to assist senior BSEE officials in making informed decisions regarding policy and regulatory matters related to OCS program aspects, excluding oil spill research processes.
- Conducting technical assessments and providing strategic recommendations on new and emerging technologies, risks, and challenges associated with carbon sequestration methods, oil and gas exploration, development, and end-of-life operations, particularly in drilling, work-over, completion, or production activities.
- Supporting the RSS Chief in engaging with other research initiatives led by various Department of the Interior Bureaus or Agencies.
Compensation Details
GS-11 Salary Range:
Houston, TX: $83,844 - $108,995 annually
Anchorage, AK: $81,956 - $106,541 annually
Jefferson, LA: $72,553 - $94,317 annually
Sterling, VA: $82,764 - $107,590 annually
Camarillo, CA: $84,366 - $109,673 annually
New hires to the Federal government typically start at the lower end of the salary range for the grade level.
Telework Availability
BSEE has determined that the responsibilities of this position are suitable for telework, and the selected candidate may be permitted to telework with supervisor approval.
Additional Information

Qualifications
Minimum Qualification Requirements:
To qualify for this position, candidates must meet the following:
- Basic Educational Requirements: Candidates must have a degree in professional engineering or a combination of education and experience that provides a thorough understanding of the physical and mathematical sciences underlying professional engineering.
- Specialized Experience: Candidates must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. This includes supporting project management processes, utilizing new energy technologies, applying project management principles, and collaborating on multi-functional teams.
