Job Summary

We are seeking a highly qualified individual to fill the position of Principal Deputy Director Departmental Ethics Office. This role is a critical part of the Departmental Ethics Office and requires a strong understanding of government ethics laws and regulations.

Key Responsibilities
  • Serves as the Alternate Designated Agency Ethics Official (ADAEO) for the Department, with all responsibilities as established by regulation for the position, including serving as the primary deputy to the Designated Agency Ethics Official (DAEO) in the administration of the Department's ethics program.
  • Directs the analysis of ethics issues and standards of conduct for use in developing and revising Department ethics policies, financial disclosure procedures, and training programs.
  • Provides advice and guidance concerning interpretations of the Hatch Act, financial disclosure reporting requirements for investment and financial instruments, and the public disclosure policies to the DAEO.
  • Consults and collaborates with the DAEO, the Solicitor as appropriate, and other designated officials to develop and provide legal advice and recommendations regarding the application of the Hatch Act to the Secretary of the Interior.
  • Manages a staff that is responsible for reviewing financial disclosure reports filed by Department employees and ensures reviews are completed correctly and in a timely manner.
  • Oversees the development, implementation, and management of the Department-wide system for compliance with the financial disclosure reporting requirements of the Ethics in Government Act of 1978, as well as identifying and making changes to that system when necessary.
  • Manages a staff that is responsible for providing the most senior leaders of the Department with advice and counsel on ethics questions, including legal determinations as to whether the official may perform duties and responsibilities that are necessary for carrying out the Department's mission.
Requirements
  • A J.D. or LL.B. degree and be current members in good standing of a bar of a State, the District of Columbia, or a territory or commonwealth of the United States.
  • Expert knowledge of the Ethics in Government Act of 1978, the Hatch Act, and other applicable statutes, rules, regulations, and administrative and judicial decisions pertaining to procurement integrity, fraud, financial disclosure, criminal conflict of interest, conduct, and government ethics.
  • Demonstrated ability to integrate an ethics program and staff into organization operations, including planning and implementing a comprehensive ethics training program, assuring timely and accurate advice and counsel, and managing effective systems for financial disclosure reports and results.
