Overview of Divisions:
The Appeals (AP), Large Business and International (LB&I), Small Business Self-Employed (SB/SE), and Tax Exempt and Government Entities (TE/GE) divisions play critical roles in the tax compliance landscape.
Position Responsibilities:
As a Tax Compliance Specialist, you will be responsible for preparing audit statements, including relevant schedules and exhibits, to accurately reflect determined adjustments and tax liabilities across various taxpayer categories, including individuals, corporations, partnerships, trusts, and estates engaged in diverse economic activities.
Your work will involve analyzing and interpreting Appeals case file documents, Internal Revenue Agent work papers, and Revenue Agent Reports generated through various tax computational software applications.
You will also prepare re-computations for refund litigation cases and Rule 155 computations in Tax Court cases, ensuring that all necessary adjustments are accounted for in determining corrected tax liabilities that influence the Court's decisions.
In addition, you will draft stipulations that express the tax implications of agreed dispositions or complex cases set for trial before the United States Tax Court.
Independent Examinations:
You will conduct independent examinations and related investigations of income tax returns, covering a wide range of individual and business taxpayers. These examinations may involve complex issues or anticipated accounting and tax law challenges.
Furthermore, you will examine intricate individual and business taxpayers involved in activities designed to conceal income, such as offshore transactions and multiple related entities, utilizing a comprehensive set of financial and investigative skills.
Financial Institutions Compliance:
Your role will also include conducting examinations and reviews of financial institutions and non-financial trades or businesses to ensure compliance with statutory and regulatory requirements, particularly those outlined in Title 31 (Bank Secrecy Act) and Form 8300 filing.
You will apply extensive knowledge of the Bank Secrecy Act (BSA) and Internal Revenue Code 6050I, along with relevant rulings and regulations, to assess compliance with registration and reporting requirements.
Exempt Organizations:
Independently, you will examine large exempt organizations and related business entities, making determinations regarding their initial and ongoing exempt status. You will provide technical advice and assistance on exemptions to organization representatives and other service employees.
Your responsibilities will also include reviewing financial and operational data of exempt organizations to ensure alignment with exempt purposes and monitoring income sources unrelated to exempt activities.
Employee Plans Examinations:
The Employee Plans Examinations program is crucial for ensuring that qualified retirement plans adhere to qualification, reporting, and tax matters. This program encourages voluntary compliance among plan sponsors and allows for corrections of identified mistakes through established resolution systems.
Career Progression:
This position offers a clear path for career advancement. If selected at a grade level lower than the full working level, you may be eligible for non-competitive promotions as your career develops.
Qualifications:
Federal experience is not mandatory; relevant experience may be gained in public or private sectors or through volunteer service. To ensure full credit for your work experience, please provide detailed employment dates and hours worked per week on your resume.
Basic Requirements:
All candidates must possess a Certificate as a Certified Public Accountant (CPA) or a bachelor's degree in accounting with at least 30 semester hours in accounting. Alternatively, a bachelor's degree in another field combined with relevant education and experience equivalent to four years is acceptable.
