The Product Strategist promotes a culture of iterative development, enhancing efficiency and resilience in the development lifecycle, ultimately contributing to the agency's growth and success.


Key Responsibilities:


In collaboration with the deputy chief technology officer, the role will define, develop, and implement product development workflows that align with the agency's goals and requirements.

These workflows will identify the appropriate platform for each process and user story, ensuring there is no overlap or redundancy in functionality or storage across various applications and technologies.


Work closely with legal, IT, and cross-agency teams to facilitate communication and collaboration, streamlining dependencies to ensure well-coordinated development processes for platforms, upgrades, new requirements, and enhancements.


Gather and analyze user feedback across divisions to inform decisions, coordinate, track, and report on progress, issues, and risks to stakeholders, and develop and follow up on execution plans for upgrades and enhancements.

Oversee the complete product development lifecycle, from ideation to release.


Coordinate cross-application/platform releases, focusing on project priorities, resource availability, and the suitable platform for each upgrade or enhancement project.

Manage all cross-product quality assurance and testing to ensure proper and efficient integration across all platforms in the product.


Coordinate training materials, including in-person sessions, videos, and one-pagers, to ensure accurate and updated training resources are available to users prior to any update or enhancement being deployed.

Manage recruitment, performance evaluations, career coaching, and progression of employees.

Qualifications:


A bachelor's degree in computer engineering, electrical engineering, computer science, or related fields; relevant certifications (e.g., x86 Platforms, Microsoft, Cisco, Nutanix, Azure) are advantageous.


Demonstrated experience in system engineering roles for at least 8 years, focusing on server, storage, and/or network infrastructure.


Experience in IT or a related industry, typically ranging from 3 to 5 years, including roles in project management, software development, or system administration.

Understanding of software development processes and methodologies such as Agile, Scrum, or Lean.

Proficiency in tools like JIRA, Asana, or Trello.

Ability to analyze performance metrics and utilize data analytics tools to guide product decisions.

Ability to lead and inspire teams, communicate effectively with stakeholders at all levels, and articulate the product vision.

Strong analytical and problem-solving skills to tackle complex challenges in product development.

Focus on customer needs and user experience in product design and functionality.

Ability to align product goals with business objectives and anticipate market trends to adjust strategies accordingly.

Ability to negotiate with stakeholders and influence product direction.

Capacity to adapt to evolving market trends and technology.

Strong communication skills to interact effectively with both technical and non-technical stakeholders.

Detail-oriented mindset with the ability to manage multiple tasks and priorities efficiently.

Qualifications


A master's degree in computer science from an accredited institution and three (3) years of progressively responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services.

At least eighteen (18) months of this experience must have been in an administrative, managerial, or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing, or in the supervision of staff performing these duties; or

A baccalaureate degree from an accredited institution and four (4) years of progressively responsible, full-time, satisfactory experience as described above; or

A four-year high school diploma or its educational equivalent, and six (6) years of progressively responsible, full-time, satisfactory experience as described above; or

A satisfactory combination of education and experience equivalent to the above.

However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described above, including the eighteen (18) months of administrative, managerial, executive, or supervisory experience as described above.


In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience.

Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience.

However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described above.
