Job Summary

This position is responsible for serving as the technical director for Intelligence, Surveillance, and Reconnaissance (ISR) at the United States Air Force Warfare Center. Key Responsibilities
  • Plan, coordinate, and recommend courses of action for the full integration of Intelligence support and Surveillance and Reconnaissance operations capability into USAFWC missions of AF-wide OT&E, TTP development, and advanced training.
  • Oversee the execution of distributed global integrated ISR and air operations from geographically separated command and control nodes and incorporate exercise lessons learned into cutting-edge concepts of ISR and operational employment.
  • Represent the USAFWC with various national IC agencies, Unified and MAJCOM, AF, Joint, DoD, and industry organizations.
  • Organize and oversee the plans and operations of the USAFWC/A2 Directorate, formulating detailed plans and command objectives, policies, priorities, and procedures to ensure implementation and institutionalization of the commander's priorities relative to the staff and the Operations Directorate.

Requirements

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Expert knowledge of a wide range of advanced multi-disciplinary intelligence concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.

  • Mastery knowledge of the national intelligence community, Joint, DoD structure, organizations, mission/functions, inter-relationships, and operations.
  • Comprehensive knowledge of USAF operational test and evaluation as well as roles and missions to develop and validate new concepts relative to advanced training of personnel and tactics, techniques, and procedures of ISR systems and USAF operations.
  • Extensive experience in and comprehensive knowledge of intelligence and operational activities in USAF flying squadrons, flying wings, and/or air operations centers and across the full spectrum of intelligence disciplines and operational domains.
  • Demonstrated ability to lead and coordinate highly visible and complex tasks, to create a collaborative environment for evaluation, deconfliction, and fusion of requirements, and to develop and advocate a shared vision and purpose among various entities.
  • Mastery of oral and written communications skills, possessing the ability to interact with the most senior members internal and external to the AF, and for establishing and maintaining effective relationships.
  • Ability to speak authoritatively negotiating complex issues, resolving conflicts based on mature judgment and experience, and to be recognized as a subject matter expert with professional standing for the integration of ISR and with air, space, and cyberspace operations.

OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION:

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and/or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
