Position Overview: The Chief Technology and Security Officer is tasked with leading and overseeing the strategic framework of the Information Technology and Security divisions at Oklahoma AgCredit. This includes the development and management of IT and Security objectives, policies, and procedures; assessing the technological requirements and staffing needs of the department; and managing the cyber security strategy and its implementation.
Key Responsibilities:
IT Leadership- Recruit, mentor, and supervise the IT support team.
- Establish performance benchmarks and evaluate team performance.
- Provide timely feedback and recognition for employee achievements.
- Stay informed about technological advancements to enhance the Association's capabilities.
- Ensure compliance with IT regulations and assess their implications for the organization.
- Act as the control owner for Internal Controls over Financial Reporting (ICFR) related to IT and security.
- Participate in Board of Director meetings.
- Contribute to the Association's annual strategic business plan.
- Formulate the annual IT budget, considering special projects and necessary technologies, and present it to the COO/CFO.
- Justify expenditures as required.
- Monitor budget adherence and expenditures throughout the fiscal year.
- Establish and maintain partnerships with external service providers.
- Provide technical insights regarding system and application performance to vendors.
- Evaluate and recommend vendors based on cost-effectiveness and alignment with organizational goals.
- Negotiate contracts and coordinate vendor efforts.
- Safeguard the confidentiality, security, and integrity of the Association's and clients' data.
- Lead the development of a robust security and privacy program, ensuring comprehensive management across all security dimensions.
- Oversee the enforcement of security policies, guidelines, and procedures, including risk management and incident response.
- Drive organizational training initiatives to ensure preparedness against emerging security threats.
- Identify and direct IT-related projects within the Association.
- Provide vision and leadership for the implementation of technology initiatives.
- Develop and enforce technology policies and procedures.
- Lead customer service and technical support for staff regarding applications and equipment.
- Troubleshoot and resolve technical issues.
- Oversee general and preventive maintenance of hardware and software.
- Monitor and manage the development and support of all hardware and software.
- Authorize the deployment of technology resources.
- Determine hardware and software procurement needs.
- Bachelor's degree in IT, Computer Science, Business Administration, or a related field; advanced degree preferred, or equivalent experience.
- 7-10 years of experience in security, technology, and infrastructure, with a proven record of delivering secure technology solutions.
- Supervisory experience is essential.
- 3+ years of supervisory experience preferred.
- Relevant certifications such as CISM, CRISC, or CISA are preferred.
- Exceptional leadership, organizational, communication, and interpersonal skills.
- Expertise in IT Service Management Frameworks, particularly ITIL.
- Strong financial management and budgeting capabilities.
- In-depth knowledge of security controls, network security, cloud security, and application security.
- Familiarity with networking, virtualization, storage systems, server hardware, and software licensing agreements.
- Proficient in providing end-user support and technical training.
- Strong oral and written communication skills to convey complex topics effectively.
- Adept at conceptualizing long-term business objectives and developing processes to achieve them.
