Job Overview

Position Summary: Chimera Enterprises International is in search of a Senior Acquisition Analyst to provide support to the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) Medical Office. This office oversees the nation's investments in defense equipment and medical countermeasures against chemical, biological, radiological, and nuclear threats globally. A Secret clearance is required for this role.


Key Responsibilities:

  • Draft, review, and manage a variety of documentation, including acquisition records (Acquisition Decision Memorandum, Acquisition Program Baseline, Simplified Acquisition Master Plan/Acquisition Strategy), memorandums, information papers, briefings, executive summaries, and meeting minutes.
  • Prepare documentation in compliance with DoD policies and procedures for research, development, testing, evaluation, and procurement of materials to set program goals and milestones.
  • Customize DoDI documentation requirements for each program and strategy, ensuring alignment with the latest regulatory and organizational policies.
  • Compile, review, and present regular reports and briefings to support milestone decisions and program reviews.
  • Actively participate in multiple Integrated Product Teams (IPTs), providing acquisition expertise essential for effective planning and execution.
  • Develop comprehensive acquisition strategies and program structures that meet requirements according to JCIDS and PPBE, adhering to the DoD 5000 series.
  • Conduct integrated risk assessments and analyses concerning cost, schedule, and performance of assigned programs, following the DoD Risk Management Guide.
  • Research and apply relevant rules, regulations, and procedures from DoD Instruction (DODI) and other acquisition policies, as well as FDA regulations applicable to medical advancements.
  • Assist in creating and maintaining document templates for medical acquisition milestones in collaboration with Milestone Decision Authority and DoDI requirements.
  • Develop and deliver educational materials and training focused on Acquisition processes.
  • Provide guidance and support to the Acquisition directorate and program managers with additional tasks related to program management and DoD Acquisition.

Required Skills and Qualifications:

  • Proficiency in applying the DoDI process to medical product and system development is preferred.
  • DAWIA Level III certification in Program Management or equivalent.
  • A minimum of fifteen (15) years of experience in Government program management or executive office, particularly within the Defense Acquisition System.
  • Expertise in integrating JCIDS, PPBE, and DoDI processes.
  • In-depth knowledge of the Department of Defense (DoD) acquisition systems and demonstrated experience in developing acquisition strategies.
  • Exceptional communication skills, both verbal and written, suitable for diverse audiences.

Education Requirements:

  • Bachelor's degree or 15 years of equivalent professional experience.
