Part-Time/Seasonal Traffic Management Specialist

The CITY OF HUNTINGTON BEACH POLICE DEPARTMENT is looking for skilled individuals to support parking and traffic management efforts. Responsibilities include issuing parking citations and assisting law enforcement officers in directing traffic during incidents and community events. This role may offer part-time opportunities year-round or full-time positions during peak summer months, depending on departmental needs.

KEY RESPONSIBILITIES
Under the general oversight of the Parking/Traffic Control Supervisor, this position is tasked with maintaining an orderly flow of traffic by enforcing parking regulations as established by state laws and municipal codes. Responsibilities include:
  • Communicating effectively with the public regarding parking rules and regulations.
  • Issuing citations for parking violations using handheld devices.
  • Identifying abandoned vehicles and coordinating their removal.
  • Responding to public inquiries and managing complaints related to citations.
  • Assisting in traffic control during emergencies or as required.

POSITION HIGHLIGHTS
This is a field-based role that necessitates operating a city vehicle and issuing citations for parking infractions. The position also involves supporting police personnel with traffic management at incidents and crime scenes.

Temporary and part-time employment is limited to 1,000 hours within a 12-month period and does not provide city benefits, except those mandated by law. Participation in an alternative retirement program is required, which entails a contribution of 7.5% of base earnings to the Public Agency Retirement System (PARS). Employment is at-will and may be terminated with or without cause or notice.

QUALIFICATIONS
Applicants should possess a combination of education, training, and experience that would likely provide the necessary knowledge and skills for this role. A typical background includes:

Knowledge of: Local streets and navigation, computer software, laws governing vehicular parking, and basic traffic safety protocols.

Skills: Ability to operate assigned vehicles safely while enforcing parking regulations; proficient use of citation writing tools and communication devices; effective public interaction; and the ability to work flexible hours, including evenings and weekends.

Education: High school diploma or equivalent.
Experience: A minimum of three years in a public-facing role, preferably with enforcement responsibilities.

Certifications/License: A valid California Class C driver’s license with a satisfactory driving record is required at the time of hire and throughout employment.

WORKING CONDITIONS
Employees may be required to work in various weather conditions and must be able to perform physical tasks, including standing for extended periods and lifting equipment as necessary. This role may expose employees to potential hazards.
